This Notice is issued under direct-hire authority to recruit new talent to occupations for which there is a severe shortage of candidates. We have a severe shortage of qualified applicants for our Information Technology Specialist positions. To help us fill these jobs, we have been granted “Direct Hire Authority” or DHA for IT Specialist by Executive Order 13833. This means that when we have a vacant job, we can hire any qualified candidate, either from this notice or from any source. TTS is seeking to fill one PERMANENT appointment at the GS-15 level.
Positions may be located anywhere in the United States.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:
TTS IT Product/Design Expertise on Equity/Accessibility:
Advises and leads external, inclusive design strategies, providing “learning opportunities” to capture a broader spectrum beyond formal training, support, and best practices to external delivery teams.
Defines and drives equity and IT accessibility best practices and requirements in TTS work across external agencies and business units.
Provides external TTS, IT product, design and related services. Provides authoritative IT advice and support incorporating Federal DEIA principles that lead to new ways of working and/or the implementation of new, innovative approaches in IT
Plans and leads external DEIA efforts in IT to address issues in areas where precedents do not exist; and establishes new concepts and approaches to ensure that DEIA priorities and commitments are met.
Leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities. Partners with stakeholders to craft processes and practices that will help them deliver, design, and promote inclusive, equitable, accessible IT products, services, and platforms as well as ensures and/or defines goals and parameters.
GSA Enterprise DEIA-Related Initiatives and Presidential Priorities:
Collaborates with GSA’s Senior Advisor for Equity and supports GSA enterprise-wide DEIA-related initiatives and administration priorities, including Executive Orders.
Facilitates high level DEIA work with GSA Senior Equity Advisor, stakeholders and partners, and provides support and engages GSA special emphasis programs alongside TTS affinity groups. Performs high level work to evangelize community needs and to support GSA, DEIA related programs and services.
Works alongside the GSA Senior Advisor and advocates for DEIA innovation and best practices, in partnership with various executives and agency leadership.

The GS 15 step 1 base salary range starts at $131,178.00 per year. The total salary will be determined upon selection and based on the associated GS locality pay table for your assigned duty location.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
QUALIFICATIONS
BASIC REQUIREMENTS: Have IT-related experience demonstrating EACH of the four competencies listed below:
Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate; AND
SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as:
Experience building and implementing a diversity, equity, inclusion, or accessibility strategy in a large, complex organization.
Experience in the delivery of technology solutions.
Experience with human-centered, iterative, or data-driven approaches to program design, delivery, or problem solving.
Direct experience with both senior executives or grassroots employee communities like employee resource groups, affinity groups, and/or communities of practice.
Experience creating executive-level communications that reflect current DEIA best practices.
