The Multimedia Specialist position is located in the Department of Veterans Affairs (VA), Office of Inspector General (OIG), Immediate Office of the Inspector General, Office of Communications and Public Affairs (50P). The incumbent is responsible for audio and video production of internal and external communications products that promote the mission and work of the VA OIG, to include planning, scheduling, and managing digital media assignments; creating and operating within on-site and in-studio production environments; capturing live and recorded audio and video recordings using available multimedia equipment and digital technology; producing, editing, and exporting deliverables in various media formats; and supporting reoccurring and special events planned and produced by the Office of Communications and Public Affairs.

The following are the duties of this position at the GS-12 full performance level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Take abstract concepts and highly technical content that often has no precedent, for use in video productions, visual presentations, and virtual events.
  • Ensure quality control, timely delivery, and the most efficient cost method to produce the final product that meets agreed upon schedules and expectations, adds value, and visually and verbally expresses ideas that are both distinctive and innovative.
  • Communicate regularly with organizational leadership and staff to establish the objective of the product using various formats, styles, mediums, and methods to suggest how best to meet project objectives.
  • Design content using video, photography, graphics, illustrations, and sound for use online and in other mediums including television, videos, podcasts, in-person engagements, presentations, and other interactive platforms.
  • Coordinate and support a multimedia broadcast program and annual production schedule; activities include monthly, special, and report-specific podcasts, videos highlighting VA OIG's published reports, special observance messaging, employee training videos, organizational engagement such as live and recorded town halls and ceremonies, and other audio and video products requested by senior leadership.

Conditions of Employment:

For the GS-12 Specialized experience is one year of experience at the GS-11 level or equivalent that is directly related to the position as listed in this announcement which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position must include:

Using oral or written communication skills to provide customer service interaction; AND
Following policies, procedures, or industry standards; AND
Managing, organizing, tracking, storing and retrieving digital assets such as graphic design files, digital images, video and/or audio files; AND
Capturing/obtaining journalistic-style photos or videos used to support organizational events, external communication products like videos and podcasts, social media, exhibits, or other events while managing all aspects
of producing visual information for multimedia uses, print and online uses, including the design, creation, and preparation of graphic art, videos, charts, page layouts, designs, and related content; AND
Planning and coordinating the preparation and use of photographs, videos, illustrations, drawings and various kinds of visual material for use in communicating information through visual means.


For the GS-11 Specialized experience is one year of experience at the GS-9 level or equivalent that is directly related to the position as listed in this announcement which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position must include:

OR
Ph.D. or equivalent doctoral degree;

OR
3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.

You may qualify on a combination of education and experience: This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. (Attach a copy of transcripts to ensure you receive proper credit).

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11level for 52 weeks. For the GS-11, you must have been at the GS-09 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
