Help

Duties for the Geographic Information System (GIS) position typically include but are not limited to the following:

  • Knowledge and expertise in emergency preparedness, response, and recovery planning and operations.
  • Establishes and maintains situational awareness and common operating picture in support of senior leadership and emergency management program requirements to ensure the continuity of medical and hospital services during a disaster or emergency.
  • Provides a full spectrum of geospatial studies and analysis for senior VHA leadership
  • Ability to extract and/or acquiring geospatial information, derivative information, and other sources of information/data to facilitate spatial analysis, forecasting, visualization and modeling in order to increase resiliency and ensure the continuity of hearth care delivery,
  • Coordinates the production of geospatial information system (GIS) products that facilitate trending, predictive analysis, and tactical and strategic level programmatic decision making that advance VHA preparedness.
  • Knowledge of the concepts, principles, theories, and methods necessary to obtain, use, and interpret data from remote sensing sources, including aircrafts and satellites.
  • Knowledge of the concepts, principles, theories, and methods related to the research, design, development, or revision of maps, charts, and related cartographic products, and photogrammatic and cartographic processing.
  • Utilizes computer programming languages (i.e. SQL/Python) to automate and streamline workflows.
  • Strong working knowledge of Structured Query Language (SQL), Triggers, and Stored Procedures and of relational databases and concepts.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/02/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This position has a Selective Placement Factor (SPF). A SPF is a job-related knowledge, skill or ability that is essential for satisfactory performance on the job. You may qualify based on your experience and/or education as described below:

GS-12 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Ability to extract and/or acquiring geospatial information, derivative information, and other
    sources of information/data to facilitate spatial analysis, forecasting, visualization and
    modeling in order to increase resiliency and ensure the continuity of hearth care delivery
  • Establishing and maintains situational awareness and common operating picture in support of senior leadership and emergency management program requirements to ensure the continuity of medical and hospital services during a disaster or emergency.
  • Coordinating the production of geospatial information system (GIS) products that facilitate

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
