Duties

As an Organizational Development Specialist (Engagement), you will:

  • Oversee and direct the OCC's Employee Engagement program. Develop and formulate employee engagement policies, standards, and guidance.
  • Design, manage and administer survey tools and other data collection tools including identification of requirements and work scope, vendor selection and contract selection, survey development, survey distribution, results analysis and reports, and pre/post survey communications.
  • Analyze quantitative and qualitative data, determine findings and prepare reports and recommendations/findings.
  • Develop and recommend engagement strategies and approaches with key stakeholders in order to have demonstrable links between engagement and their strategic goals.
  • In collaboration with the Office of Public Affairs, develop content and communication materials to increase the effectiveness and impact of employee engagement efforts/messaging for various audiences and tailors materials to align with OCC values and purposes.
  • Partner with clients to identify and intervene on change management initiatives. Proactively address and respond to organizational development issues by bringing key stakeholders together to assess root causes and develop interventions including strategic planning, tactical and project planning, facilitation, program design, and performance analysis.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 grade level in the Federal service. Examples of specialized experience for this position include:

  • Creating and implementing employee engagement strategies; AND
  • Analyzing employee engagement survey data; AND
  • Designing and implementing organizational development and change management solutions and interventions.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
