Summary

The Supervisory IT Specialist (INFOSEC) , located in the Office of Audits and Evaluations (OAE) is responsible for planning and conducting IT audits and IT security inspections. The incumbent is also responsible for assisting the Division Director in managing the administrative activities of the division, and supervising a staff of auditors, management analysts, IT specialists, and support personnel.

The VA Office of Inspector General's Office of Audits and Evaluations (OAE) performs audits and inspections to help ensure that veterans receive the medical care and benefits to which they are entitled. OAE staff perform audits, evaluations, and inspections of VA programs, functions, and facilities to ensure the integrity of its programs and operations. OAE comprises four cohorts performing these reviews in health care; benefits; financial management and information technology; and acquisitions, contracting and construction. The reviews encompass program results, economy and efficiency, finance, fraud detection, and compliance. We report on current performance and accountability to foster good program management ensuring effective government operations. In addition, staff perform Congressionally mandated annual reviews of areas such as purchase cards and improper payments, and may also examine issues or allegations referred by VA employees, members of Congress, or other stakeholders

The OAE Information Technology (IT) and Financial Management Cohort audits and inspects VA's information technology programs and closely scrutinizes VA's financial management and fiscal administration from congressional appropriation through program expenditure. IT inspections enhance results produced from the annual FISMA and FISCAM audits through additional review of system security controls in areas not covered by other audits. Financial inspections assess the oversight and stewardship of funds in identified areas that draw on considerable VA financial resources. These inspections result in recommendations to promote the responsible use of VA's appropriated funds.

As a/an Supervisory IT Specialist (INFOSEC), you will:

  • Manage and direct a broad range of performance audits and inspections in the area of IT and IT security, requiring integrated analysis of a number of different information systems, as well as management programs, processes, operations, and functions of VA through a subordinate staff of auditors and analysts.
  • Develop and design program plans and innovative approaches where no precedents exist and/or develop creative solutions to controversial problems; direct teams; structure assignments; react to unexpected complex developments during the execution phase of the performance audit, evaluation, inspection, or review, which may require modifications to the program plan; drafting persuasive and concise reports and briefing materials; and determining the completeness and sufficiency of the work papers and related evidence developed by the staff members.
  • Recommend areas to be covered and plan efforts in different locations and at different organizational management levels, develop new approaches where no precedent exists and work with highly interpretive laws and regulations, and target areas of highly controversial problems.
  • Ensure the confidentiality, integrity, and availability of IT systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
  • Analyze policies and procedures, identify deficiencies and develop improvement recommendations to ensure information systems reliability and accessibility, and to prevent and defend against unauthorized access to systems, networks, and data.

Employees are required to report to their duty location, at a minimum, twice per biweekly pay period in accordance with the VA OIG's telework policy. Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: 1 year of experience at the GS-13 level (or equivalent) that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position which include:

  • Develop new concepts, principles, standards and methods in program management for applicable computer system(s); AND
  • Experience utilizing computer search and retrieval procedures to identify, summarize and analyze statistical data and to produce trend analysis and statistical reports in a variety of formats for use by management; AND
  • Applying IT security concepts, standards and methods, including information systems security protocols and regulations.
For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.
