This position is located in the PBS, Acquisition Management Division. This division is responsible for providing acquisition policy guidance, oversight, and support to PBS organizations for services and construction acquisitions. 

Note:  This position will be located at one of the existing R5 PBS Regional Office/Field Office Service Center locations. This position is not a virtual (full-time telework) position.

Examples of duties may include:

  • Setting objectives for the Branch. Determining the most efficient and economical manner by which to accomplish assigned workload, establishing priorities, and providing positive direction to subordinates on goal attainment and methodology.
  • Analyzing the functions and tasks assigned and determining how best to use employees' accomplishments. Assigning tasks and adjusting workload to meet program needs.
  • Monitoring branch program measures and results.
  • Dealing with the most complex or sensitive problems either personally or by recommending a course of action to subordinates.
  • Serving as a senior technical advisor to the Division Director and PBS Regional Commissioner and regional management officials.

The GS-14 salary range starts at $111,521 per year.  Salary is determined by the location for which you are selected.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following: 
    (a)
    Completion of Training listed in Level I & II of  FAC-C Course Requirementsor FAC-C Level II or III, or a DAWIA level II or III certification.  
    (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
    (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

*One year of specialized experience equivalent to the GS-12 level in the Federal service is required. 

Specialized experience is experience in evaluating or implementing contracting programs, leading or supervising contracting professionals, and providing contracting services for the acquisition of a wide range of supplies and services, including professional services, utilities, construction, and Energy Savings Performance Contracts, and experience utilizing national contract vehicles, Multiple Award Indefinite Delivery/Indefinite Quantity vehicles, and GSA Schedules; OR contracting experience that demonstrates the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts, and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization.

  • Advanced skill in negotiation techniques to conduct complex or sensitive contract negotiations and to meet and deal with high level business, industry, scientific and/or Government officials.
  • Expert knowledge of applicable laws, Office of Federal Procurement Policy (OFPP) rules and the Agency’s procurement policies, regulations and procedures.
  • Expert knowledge of various types of contracts, methods of contracting and selection factors to satisfy complex requirements and to serve as a senior negotiator in the pre-award and post-award phases of contracting.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
