  • Supervise and lead the Mission Program Enabling Applications, including employee development, team leadership and performance management.
  • Ensure alignment/support of the organizational vision with a focus on adding value to the Agency and assuring application services are delivered through the Scaled Agile Framework (SAFe).
  • Contribute to short- and long-range product release planning, working closely with Agency stakeholders to ensure understanding of major requirements, priorities and funding strategies.
  • Resolve and track complex/controversial problems and assure overall resolution of issues by working with all levels of management and program officials, key personnel, other government agencies, and private industry.
  • Assist staff by removing obstacles, understanding needs, accomplishments, challenges, and by providing daily support, guidance and leadership and serving as a point of escalation for issues.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level

  • Delivering enterprise IT application services for a portfolio of products to include planning, coordinating, and executing business functions, and resource allocation;
  • Leading a cross-functional team of members to deliver an enterprise IT product through a full lifecycle to include installation, configuration, troubleshooting, customer assistance, training, systems diagnosis, trend analysis, and problem tracking and resolution to achieve the goals and objectives of the organization;
  • Leading a team in the development of a unique software system for an organization, that includes the design, development, and testing of a business or web application.
AND
If you are qualifying based on experience, you must also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
