Provides expert advice and services in support of the full range of executive resources activities including staffing, performance management, liaison with OPM, and the coordination and facilitation of ERB and PRB activities.
Recruiting and staffing responsibilities includes developing vacancy announcements, reviewing qualifications and eligibility of applicants, and referring applicants to the selecting official. Develops correspondence to applicants seeking employment, recruiting material, etc., as well as preparing any necessary reports.
Manages the delivery of executive resources, including classification, position management, recruitment, placement, and other various administrative and human resources issues for all Senior Level and Scientific and Professional (SL/ST) Programs, Senior Executive Service (SES) and Political positions.
Provides technical guidance on the interpretation and implementation of federal statutes, regulations, and policies, including reviewing policies and suggesting updates and improvements, as they apply to Executive Resources.
Ensures compliance with the OIG SES/SL/ST performance appraisal systems, including providing support and guidance to Executives, Rating Officials, Performance Review Board, and Designated Agency Official regarding all aspects of the performance appraisal system and life cycle of each appraisal period. This includes SES and SL/ST performance management system certifications, OPM data calls, and associated pay and bonus recommendations.
Represents the agency on Executive Resources matters and operates as an inter-agency liaison with key officials throughout the government, including other departments and agencies, such as OPM and the Council of the Inspectors General on Integrity and Efficiency.
Provides OIG perspectives and viewpoints as a participant in inter-agency deliberations on Government-wide executive resources issues and policies. Serves as the SES liaison with OPM regarding allocation and Qualification Review Board (QRB) requests.
Reviews legislative, regulatory, and procedural changes and recommends procedural and directive changes within the OIG to implement program changes. Drafts memoranda and other correspondence to inform agency personnel of changes.
Handles projects involving data collection, researching, and analyzing background information including human resources policies, regulations, and procedures and identifying and evaluating alternative courses of action.

Qualifications
To meet the minimum qualifications for this position, you must meet the SPECIALIZED EXPERIENCE qualifications for the grade(s) at which you are requesting consideration. Applicants must meet qualification requirements by the closing date of this announcement.
To qualify at the GS-14 for Specialized Experience: you must have one year of specialized experience at least equivalent to the GS-13 grade level in the federal service. Examples of specialized experience includes:
Exercising management and/or oversight responsibility over a full range of Executive Resources programs including classification, position management, recruitment, placement, and other various administrative and human resources issues for SL/ST and SES.
Ensuring compliance with governing laws and regulations; and developing, interpreting, and/or advising leadership on policies related to executive resources programs.
Drafting executive correspondence, documents, reports, and guidance on various personnel issues impacting SES and SL/ST.
Providing strategic advice and guidance to senior level and/or executive officials on a wide range of policy and/or programmatic matters involving significant or controversial issues as they relate to the executive resources program.
