Duties

Help
  • Provides legal advice and counsel to senior leadership on administrative and regulatory matters affecting the Agency's operation.
  • Provides legal counsel to ensure Agency compliance with all applicable laws, regulations, Executive Orders, and federal policies.
  • Monitors and advises on legislation and issues affecting the Agency's appropriations and authorization legislation, dealing with both operations and foreign assistance funding.
  • Provides ethics guidance and opinions on the government ethics rules. Develops and conducts all required ethics training.
  • Manages the public and confidential financial disclosure reporting requirements, reviews/provides guidance on the financial disclosure reports for conflicts of interest and compliance with government ethics rules.
  • Represents the Agency in the negotiation and litigation of contract disputes, to include bid protests before the General Accounting Office (GAO).
  • Prepares and presents the Agency's case in administrative actions, providing technical guidance to Agency officials before, during, and after the proceedings.
  • Conducts legal research and provides counsel on appropriation and fiscal law questions as they pertain to contracts, grants, and other legal instruments executed by the Agency.
  • Provides legal counsel and guidance on the use of appropriated funds, consistent with Appropriations Law, Comptroller General's opinions, and other applicable laws, regulations, and policies.
  • Manages the FOIA program for the Agency and provides legal counsel to the Chief FOIA Officer and other Agency officials on the FOIA matters. Reviews and responds to requests under the FOIA. Provides legal advice on the Privacy Act.
  • Interprets federal statutes and regulations and provides legal counsel on a wide-range of administrative matters. Prepares legal documents, written guidance and advisory opinions for personnel of the Agency.
  • Drafts and/or reviews proposed Agency policies, procedures, reports, and other documents for legal soundness and accuracy.

Qualifications

You must meet all of the following qualification requirements.

A. Possess a J.D./LL.B. Law Degree from an accredited college or university;
AND
B. Active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia;
AND
C. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in: Drafting agreements for transactions, memoranda of law, regulatory documents, or corporate legal documents; Addressing legal and factual issues for which there are limited precedent; Performing routine legal assignments independently; and managing caseloads and completing activities within established schedules.

*Note: If currently employed as an attorney in the federal government, you must have completed one year of specialized experience at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position to be filled.

Telework Suitability:
The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-2 year trial period.
