Duties

Help

  • Edit reports prepared by teams about complex and potentially controversial research findings related to trade, competitiveness, and related issues.
  • Analyze reports for logical development, style, grammar, consistency, clarity, accuracy, exactness of expression, and correct documentation.
  • Review reports for conformity with Commission policy, the Plain Writing Act of 2010, and the rules governing accessibility for people with disabilities.
  • Evaluate the content and organization of draft publications, suggesting, where appropriate, revising, rewriting, or reorganizing portions for clarification or consistency.
  • Help to develop or revise editorial guides or handbooks.

Qualifications

Candidates selected for an interview will be asked to complete an editing assessment to demonstrate their technical editing skills.

You must meet all the requirements below by the closing date of the announcement and they must be clearly identified in your application, resume, or supporting documents. This includes any general and specialized experience, education, and/or selective placement factors mentioned. These are used to determine if you possess the knowledge, skills, and/or abilities to successfully perform in this position.

BASIC REQUIREMENT

To qualify at the GS-09 level, you must have one-year of specialized experience equivalent to the GS-07 level, obtained in the federal or private sector which demonstrates all of the following. Specialized experience is defined as: (1) editing written material for presentation; (2) using current desktop publishing software applicable to print publication procedures; and (3) editing illustrations and recommending changes to improve clarity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

GS-9 level, you may qualify using one of the following options:
  • master's or equivalent graduate degree
or
  • 2 full years of progressively higher level graduate education leading to such a degree

or

  • LL.B. or J.D., if related

To qualify at the GS-11 level, you must have one-year of specialized experience equivalent to the GS-09 level, obtained in the federal or private sector which demonstrates all of the following. Specialized experience is defined as: (1) editing written material for presentation; (2) using current desktop publishing software applicable to print publication procedures; (3) editing illustrations and recommending changes to improve clarity; and (4) applying organizational editorial standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

  • GS-11 level, you may qualify using substitution for experience: - Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

To qualify at the GS-12 level, you must have one-year of specialized experience equivalent to the GS-11 level, obtained in the federal or private sector which demonstrates all of the following. Specialized experience is defined as: (1) editing written material for presentation; (2) using current desktop publishing software applicable to print publication procedures; (3) editing illustrations and recommending changes to improve clarity; (4) applying specific organizational editorial standards; and 5) editing written materials and visual for 508 compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

To qualify at the GS-13 level, you must have one-year of specialized experience equivalent to the GS-11 level, obtained in the federal or private sector which demonstrates all of the following. Specialized experience is defined as: (1) editing written material for presentation; (2) using current desktop publishing software applicable to print publication procedures; (3) editing illustrations and recommending changes to improve clarity; (4) applying specific organizational editorial standards; 5) editing written materials and visual for 508 compliance; and 6) setting or maintaining organizational editorial standards . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

COMBINING EDUCATION AND EXPERIENCE To combine your experience and education, you must convert the figures to a percentage and add them together. The combined total percentages of your education and experience must equal at least 100% in order to qualify.

To calculate your percentage of undergraduate education, divide the number of undergraduate hours you've completed by 120. To calculate your percentage of graduate education, divide the number of graduate semester hours you've completed by 18. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Finally, add your experience and education percentages. The two percentages must total at least 100% to be considered qualified.

Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education May be Substituted for Experience as Follows

At the GS-9 level: a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related in business administration, economics, marketing, business or international law, finance, industrial management, international trade/relations, or fields directly related to the position.

At the GS-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

At the GS-12 level: There is no substitution of education for experience at this level.

At the GS-13 level: There is no substitution of education for experience at this level.
