Duties listed are at the full performance level GS-11:
- Uses GIS and Global Positioning System (GPS) software to construct and manage geospatial data in support of several divisions and programs in the USFO.
-Responsible for providing technical expertise in the planning, design, acquisition and maintenance of a wide range of GIS/GPS data to support resource management projects and major planning efforts.
- Performs complex geographic analyses and uses data modeling techniques to identify interrelationships among data
- Responsible for producing both electronic and hard copy output including, but not limited to, maps, charts, and reports.- The incumbent creates geospatial data from a variety of sources including but not limited to realty transaction documents, scanned plat pages, legislative orders, CAD drawings, etc.
- Instructs and supports Reclamation personnel to ensure that correct data collection and processing procedures are followed and performed during collection and processing of GPS data.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience providing regular status updates to management and leadership on project activities; practical hands-on experience and knowledge of geospatial analysis techniques including analytical techniques and modeling, cartographic principles, raster processing, and scripting; practical hands-on experience and application of geospatial information management, database design, mobile GIS, and ArcGIS Server in an enterprise GIS environment; and practical hands-on experience and application using geospatial program coordination in providing technical support and training. You could otherwise qualify on the basis of Education having a Master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B. OR J.D., if related.. You may combine specialized experience and education to meet the minimum qualifications.

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience working on multi-disciplinary teams as a team member assigned to carry out the planning and coordination of natural resources and/or related projects; managing a variety of project activities; participating in multi-objective investigation activities for natural resource, related projects; and communicating assigned project information and progress to management and leadership, partners, stakeholders, other involved agencies, and the public where applicable; utilizing geospatial analysis techniques including analytical techniques and modeling, cartographic principles, raster processing, and scripting; applying geospatial information management, database design, mobile GIS, and ArcGIS Server in an enterprise GIS environment; and training others in the application of geospatial programs, providing technical support, and working with a data steward in an interdisciplinary natural resource environment. You could otherwise qualify on the basis of Education poessing a Ph.D or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to such a degree that is directly related to the work of this position.. You may combine specialized experience and education to meet the minimum qualifications.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This vacancy announcement allows substituting education for experience at the GS-09/11 grade levels. Category rating and selection procedures will be used to evaluate applications from this announcement. For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

Phase 1: Applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications and score at least a 90 on the initial phase, they will continue on to the second phase and will be given an interim score based on the applicant assessment questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying. With information received from the applicant assessment questionnaire in the first phase, applicant's will be evaluated on the following Competencies: Technical Competence, Planning and Evaluating, Decision Making and Organizational Awareness.
