Help

OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The incumbent serves as the Deputy Assistant Inspector General for Investigations (Headquarters Operations) and is responsible for directing the work of OI's headquarters offices and divisions. The work performed supports all aspects of OI operations nationwide by setting policy and program standards; evaluating program effectiveness; budgeting and allocating resources; supervising analysis in computer crimes forensics; developing and producing investigative data and reports; and managing technical legal assistance to criminal investigators on the Federal criminal code, VA law and regulations, and other legal practices and procedures. The incumbent is responsible for setting organizational goals; monitoring and evaluating progress toward organizational goals; and is held accountable for the success of programs under the incumbent's supervision.

As a Deputy Assistant Inspector General for Investigations (Headquarters Operations), you will:

  • Manage OI resources by conducting workload determinations, preparing justifications, and recommending priorities for long-range planning and the annual budget.
  • Assess the effectiveness of OI field offices and headquarters operations; oversee the conduct of inspections to determine compliance with OI, Council of the Inspectors General for Integrity and Efficiency, and the Attorney General policy requirements; and recommend needed improvements to ensure successful results in external peer reviews.
  • Plan, develop, and implement investigative and operational policies governing all OI investigations in major functional areas of VA and covering reactive and proactive investigations that deal with criminal activity such as bribery, kickbacks, false claims, product substitution, drug diversion, fraud, conflicts of interest, theft, patient abuse, threats, and other areas.
  • Oversee and conduct sensitive internal investigations involving allegations of misconduct against OIG employees.
  • Direct the activities of highly specialized programs that support investigations through subordinate elements staffed by technical experts in computer forensics, e-discovery, data systems, and auditing and accounting.
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

Qualifications

Maximum Age Restriction: An individual selected for a Criminal Investigator, ES-1811 position, will be covered under special law enforcement provisions. This requires that applicants not exceed the maximum age for entry. The day preceding an applicant's 37th birthday is the final date for selection The age restriction does not apply, providing the appropriate documentation is submitted, for applicants who are preference eligibles or who served in a Federal civilian (not military) law enforcement position covered by special civil service retirement provisions, including early or mandatory retirement, and after subtracting these covered time periods (years/months) of prior Federal service worked in a primary law enforcement position, the applicant would be less than 37 years of age. The intent of the maximum age limitation is to ensure that a Federal law enforcement officer will have the opportunity to work 20 years and therefore be eligible to retire at age 57, when mandatory retirement applies to Federal law enforcement officers.

Physical Requirements: The selectee must pass a pre-employment medical examination (including vision, hearing, cardiovascular, mobility of extremities, and other factors), unless already working in a position covered under 5 USC 8336 (c), or the selectee works for another Federal law enforcement agency and has passed a physical exam within the previous three months. Prior to appointment, the selectee must be determined by an authorized Government physician to be physically fit to perform strenuous and demanding duties such as making arrests, conducting surveillance, and using firearms. Any physical condition that would cause the selectee to be a hazard to oneself or others is disqualifying. The selectee will be required to pass regular medical examinations and maintain a level of physical fitness in accordance with the standards and policies of the agency.

These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. CONDITIONS OF EMPLOYMENT:
1. Citizenship: The selected applicant must be a United States Citizen or United States National. Proof of citizenship will be required prior to selection.
2. Drug Testing: All applicants tentatively selected for an SES position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment. After appointment, the selectee will be subject to random testing for illegal drug use.
3. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have their executive core qualifications approved by the Office of Personnel Management Qualifications Review Board and will be required to serve a 1-year probationary period.
4. Mobility: Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines.
5. Background Investigation: This position is designated as critical sensitive and requires a background investigation and favorable adjudication for a Top Secret clearance.

13. Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
