As the Director, Marketplace Eligibility and Enrollment Group, Center for CCIIO, you will provide executive leadership and direction for the examination, development, interpretation, and implementation of CMS program operational policy and program operations related to all eligibility and enrollment functions.
Summary
This position is located in the Center for Consumer Information and Insurance Oversight (CCIIO) within CMS, in Baltimore, MD.
As the Director, Marketplace Eligibility and Enrollment Group, Center for CCIIO, you will provide executive leadership and direction for the examination, development, interpretation, and implementation of CMS program operational policy and program operations related to all eligibility and enrollment functions.
Directs the development, evaluation, and review of regulations, manuals, program guidance and memoranda, policy letters, and instructions for policy activity related to eligibility and enrollment functions.
Directs the development of business processes and requirements for the design and development of systems interfaces associated with a streamlined eligibility and enrollment process.
Oversees the development of business processes, system requirements, and contractor requirements for data matching, inconsistency resolution, and exemption processing, including document intake and review, and consumer outreach.
Coordinates with other CMS components and the Assistant Secretary for Public Affairs in the development of resources to optimize the consumer experience with the Marketplace application.
Directs the coordination of data sharing with States, Exchanges, and other Federal agencies through the CMS data services hub.
Oversees the development of data sharing agreements and performance of user acceptance testing.
Manages relationships with State and Federal users to ensure adherence to privacy requirements and coordination of data collection and verification.
Directs the provision of technical assistance to States on eligibility and enrollment policy and in the development of operations and systems to support eligibility and enrollment functions for the Exchanges.
Develops and maintains contact with partners and stakeholders, such as States, territories, Tribes, health insurance industry representatives, other government entities, advocacy groups, and the public regarding eligibility and enrollment matters.
Serves as the liaison to a myriad of external stakeholders, such as health insurance issuers, state departments of insurance, Medicaid/CHIP agencies, consumer advocates and enrollment assisters to incorporate perspectives on policies and procedures.
Drives best practices in the individual and small group market with respect to Exchange operations and implementation of eligibility and enrollment policy.
Oversees the development and negotiation of procurement contracts for policy, operations, and research areas which include the development of contractor specifications, work statements, and evaluation criteria to support programmatic functions.
Oversees the evaluation, assessment, and monitoring of contractors' performance to ensure compliance
The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.
Status applicants must submit a copy of their most recent SF-50, Notification of Personnel Action, which verifies status.

Qualifications
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Comprehensive knowledge of laws, policies, regulations, and precedents that apply to the Marketplace program (such as enrollment/disenrollment, enrollment reconciliation, eligibility determination) as well as of the legislative and regulatory processes.
Demonstrated knowledge of eligibility and enrollment information technology systems, including business requirements development and change management.
Demonstrated ability to direct, oversee and participate in operations for complex eligibility and enrollment processes related to Federal government programs, specifically those regarding the health insurance Marketplace.
If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

Additional information
Salary for SES positions varies depending on qualifications. The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance-based pay adjustments.
