Duties

Help
  • Serve as a Health Science Manager for the Congressionally Directed Medical Research Programs (https://cdmrp.army.mil) supporting one or more research programs
  • Plan, coordinate, evaluate, and report on all aspects of a complex biomedical research program
  • Direct strategic research planning, programming, budgeting, and reporting activities
  • Analyze and evaluate medical research awards in a variety of conditions such as tissue, organ. and orthopedic injuries, cancers, autoimmune and genetic disorders, infectious diseases, cardiovascular and respiratory health, and restorative medicine.
  • Provide scientific expertise to actively manage research grants and cooperative agreements, monitor their performance, and recommend budget approval
  • Execute research awards/programs in a wide variety of diseases and conditions (tissue, organ and orthopedic injuries, cancers, neurological and psychological health, autoimmune and genetic diseases/disorders, cardiovascular and respiratory health)
  • Ensure goals and objectives for biomedical research awards/programs are consistent with agency interests
  • Utilize understanding of the interaction between chemical and physical agents and biological systems to identify the nature of adverse reactions.
  • Coordinate complex medical research awards/projects under the pressure of tight time frames and rigid deadlines.
  • Assess research progress to ensure adherence to timelines.
  • Develop timelines and milestones encompassing various aspects of award/program management.
  • Evaluate scientific medical research programs carried out in educational, research, and other institutions.
  • Experience which involved performing and directing scientific biomedical research inclusive of basic, clinical, applied, and product oriented efforts
  • Identify compromises between the ideal application of scientific principles and the exigencies of other factors such as cost and priorities.
  • Apprise senior management on the status of extramural awards and research programs.
  • Participate as a member of a multidisciplinary team to execute research award/program goals.
  • Promote the expansion of biomedical research programs.
  • Coordinate research awards/programs in a wide variety of diseases and conditions (tissue, organ and orthopedic injuries, cancers, neurological and psychological health, autoimmune and genetic diseases/disorders, cardiovascular and respiratory health)
  • Advise a contract officer in administering awards.
  • Serve as a technical representative during contract negotiations.

These vacancies maybe remote and telework eligible. The approval authority for these positions will be up to the discretion of the agency, the Chief of Staff and based on agency's policies.

The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

This is a contingent (TERM) appointment, NTE 4 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.

Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than five years. The USAMRDC Commander is authorized to extend a contingent/term appointment one additional year.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Health Science Manager:

Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1) Experience which involved directing scientific biomedical research inclusive of basic, clinical, applied, and product-oriented efforts 2) Experience developing and coordinating an extramural research program, and 3) Experience conducting research administration with organizational/grants management.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02 / GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
