Duties

In this position, you will become a key member of a team of Command, Control, Communications, Computer, Cyber & Intelligence (C5I) professionals in a pivotal project manager role from day one. You will build project teams and collaborate closely with others throughout the C5I community.

Being a CG civilian makes you a valuable member of the CG team.  Typical work assignments include:

  • Manage project timelines, budgets, and documentation.
  • Troubleshoot technical issues and develop effective solutions.
  • Oversee Contracts and provide technical guidance to Contracting Officer’s Representative’s (COR)
  • Strategize with senior leadership to enhance Product Line productivity to include latest advancements in technology, protocols, and best practices.
  • Leverage project management skills and experience to support design, planning and implementation of large and complex system initiatives and modernization efforts.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience may include the following:

  • Experience delivering C5I services and resolves associated conflicts.
  • Experience performing technical planning, cost and risk analyses, and supportability and effectiveness analyses for subsystems and system elements
  • Experience performing customer requirements analysis, develops system requirements and defines allocations to lower levels (elements and components)
  • Experience performing detailed technical analyses for a subsystem or system elements
  • Experience developing systems, networks and information systems to ensure designs meet DOD and DHS security specifications

OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following:

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience may include the following:

  • Expertise and experience leading teams, to include senior staff, to deliver C5I services and resolve associated conflicts.
  • Expertise in performing/managing technical planning, cost and risk analyses, and supportability and effectiveness analyses for subsystems and system elements, as well as large-scale system modernization efforts
  • Expertise in performing customer requirements analysis, develops system requirements and defines allocations to lower levels (elements and components)
  • Expertise in performing/managing detailed technical analyses for a subsystem or system elements, as well as large-scale system modernization efforts
  • Expertise in managing the development of systems, networks and information systems to ensure designs meet DOD and DHS security specifications

Selectee(s) for this position who are newly appointed to a permanent position prior to September 30, 2022 are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Selectee(s) for this position who are newly appointed to a permanent or term position prior to September 30, 2022 may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

Selectee(s) for this position who are current federal employees on permanent appointments who are appointed prior to September 30, 2022 and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.
