Duties and responsibilities will require at least one of the following disciplines.

0301-Miscellaneous Administration and Program Series: Covers work requiring analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives.

0343-Management and Program Analysis Series: Covers work as an analysts and advisors to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management; knowledge of a substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency; skill in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.

0501-Financial Administration and Program Series: Covers work involving administrative that is specifically financial in character, of a fiscal, financial management, accounting, or budgetary nature that involve administrative work, requiring a background of knowledge, skills and techniques in accounting, auditing or budget fields

0802-Engineering Technician Series: Covers technical work that require primarily application of a practical knowledge of: (1) the methods and techniques of engineering or architecture; and (2) the construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.

1101-General Business and Industry Series: Covers work requiring a knowledge of business and trade practices, characteristics and use of equipment, products, or property, or industrial production methods and processes, including the conduct of investigations and studies; the collection, analysis, and dissemination of information; the establishment and maintenance of contacts with industry and commerce; the provision of advisory services; the examination and appraisement of merchandise or property; and the administration of regulatory provisions and controls.

2210-Information Technology Management Series: Covers work requiring a knowledge of IT principles, concepts, and methods; e.g., data storage, software applications, networking. Information technology refers to systems and services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information. Information technology includes computers, network components, peripheral equipment, software, firmware, services, and related resources.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

NT-02: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band NT-01 (GS-04 equivalent) in the Federal service or equivalent experience in the private or public sector gathering data; conducting research; administering and tracking program requirements. (Note - Experience must be substantiated in your resume). General experience shows the ability to 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work and; 3) Communicate effectively orally and in writing.

NT-03: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05/08 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing management procedures to recommend changes to improve efficiency and effectiveness of operations.

NT-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and advising on management procedures for effective use of resources.

For series 2210:
Your resume must demonstrate experience in the information technology field has equipped you with skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

Per the Office of Personnel Management (OPM), education may be substituted for experience if one or more of the following are met:

FOR NT-02 (Series: 0301/0343/0501/1101) LEVEL:
1) Successfully completed a four year course of study leading to a bachelor's degree;
-OR-
2) Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

FOR NT-02 (Series: 0802) LEVEL:
1) Successfully completed a four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

FOR NT-02 (Series: 2210- Alternative A) LEVEL:
1) Successfully completed a four year course of study leading to a bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
-OR-
2) Successfully completed a four year course of study leading to a bachelor's degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

FOR NT-03 (Series: 0301/0343/0501/1101) LEVEL:
1) Successfully completed a master's or equivalent graduate degree;
-OR-
2) Successfully completed two full years of progressively higher graduate level education leading to a master's degree;
-OR-

This is for multiple position and may be filled by Miscellaneous Administration And Program (0301), Management And Program Analysis (0343), Financial Administration And Program (0501), Engineering Technical (0802), General Business And Industry (1101), or Information Technology Management (2210), depending on the qualification of the candidate.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
