Duties

Help

You will:

- Consult with leadership in researching and writing speeches for the Regional Administrator (or their delegated representative) to deliver at a variety of forums, including conferences, meetings, and media events;

- Assist in the development and implementation of communication strategies for disseminating information regarding Regional environmental programs through various communication channels such as newspaper, radio, television, internet, social media, etc.;

- Provide support to web and social media team at media events and assist in the implementation of the Region's social media and web efforts.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as drafting written materials such as speeches, fact sheets, news releases, blog posts, etc.; supporting staff in the implementation of social media and/or other web-based platform communication activities;
- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position
- OR an equivalent combination of education and experience.

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as drafting and developing written materials such as speeches, fact sheets, news releases, blog posts, etc.; implementing social media and/or other web-based platform communication activities.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of environmental issues sufficient to draft information materials on Agency policies and programs; 2) Skill in speech writing for a variety of audiences and forums; 3) Skill in oral communication; 4) Skill in drafting written materials such as news releases, fact sheets, news stories, web content, etc.; 5) Skill in project coordination and/or management; 6) Ability to establish relationships and communicate within multidisciplinary teams, including media representatives and other external stakeholders; 7) Knowledge of various social media and other web-based platforms.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
