This position is located in the EPA OIG, Office of Special Review and Evaluation, Environmental Infrastructure Oversight Directorate.
The Office of Special Review and Evaluation focuses on oversight of programs, offices, and centers, evaluating whether and how they are effectively and efficiently meeting legal, regulatory, congressional, and public requirements and expectation as well as how the EPA implements, executes, and enforces new and existing requirements and on the extent to which stakeholders can rely on those requirements. The office conducts administrative investigations of allegations of misconduct by senior agency employees and complaints of whistleblower reprisal by agency employees, or employees of agency contractors, subcontractors, grantees, sub-grantees or personal services contractors. The office also performs special reviews of significant events and emergent issues of concern that involve a suspected or alleged violation of law, regulation, or policy, or allegations of serious mismanagement.

This is a Public Trust Position. Employment in this position requires a background investigation. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually.
Depending on your status, this position may require serving a 1-year supervisory probationary period.
Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. GS-14 applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-13 or equivalent band level of responsibility in the Federal Service.
Qualifying specialized experience must demonstrate the following:
GS-14:
1) Leading teams in the planning and execution of assignments in accordance with industry inspection and evaluation quality standards;
2) Conducting program evaluations in accordance with industry inspection and evaluation quality standards;
3) Using analytical and evaluative methods to identify areas of improvements in economy, efficiency, effectiveness, that can be made in agency statutes, regulations, guidance, policies, procedures, or practices; AND
4) Writing clear and concise reports with developed findings and recommendations in accordance with industry inspection and evaluation quality standards.
