This position is located in the Health Resources and Services Administration, Health Systems Bureau, Division of Injury Compensation, Program Operations Branch. This position is 100% virtual and the US location is negotiable after selection. The selected individual may work anywhere in the United States. Work sites outside of the U.S. are prohibited. Your salary will be based upon the locality pay of your work site after selection.

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties:

As a Supervisory Management Analyst, you serve as the Branch Chief of the Program Operations Branch (POB) within the Division of Injury Compensation Programs (DICP). You exercise all supervisory and managerial authority for Branch employees and operations.

Your major duties and responsibilities include:

  • Managing all phases of daily operations, which includes compensation awards, negotiated settlement activities, records and information Systems management, personnel actions and employee recognition, and procurement planning and management.
  • Utilizing delegated signing authority for all phases of payment processing for awards adjudicated by the U.S Court of Federal Claims under the National Vaccine Injury Compensation Program (VICP) including the overseeing and reviewing payment authorization memoranda.
  • Developing and preparing weekly and ad hoc data compilations, reports, and narratives for the use of the HSB Director, Dept. of Justice, Office of General Counsel, the Court , the Bureau, and the Agency to reflect appropriation and Trust Fund obligations, categorical analyses, payment and program trends, and performance indicators.
  • Overseeing and finalizing the preparation of a variety of reports, position papers, instructions, justifications, and policy and/or procedure directives necessary for effective operation of the POB and the VICP.
  • Overseeing the development and implementation of all information systems required to monitor documentation, the coordination of proposals and price quotes from annuity brokers, and the development of all associated data reports and cost projections.

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:

  • Providing advice and guidance to internal and external stakeholders to ensure that compensation of claims (e.g. injury compensation, workers compensation, etc.) comply with court judgments, laws, policies and procedures, and are processed accurately and timely.
AND
  • Providing oversight of the processes, procedures, and policies for monitoring and tracking budget expenditures associated with the compensation of claims.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

FINANCIAL BUDGET AND PROGRAM ANALYSIS - Obtains financial information from within and outside of an organization for relevant guidance or other information; reviews and evaluates the financial data and makes recommendations as appropriate.

COMPLIANCE - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
