Duties

Help

The Associate Administrator (AA) for Telecommunication Sciences and Director, Institute for Telecommunication Sciences (ITS), provides leadership and direction for all activities performed at NTIA's Boulder, CO, laboratory, including the management of all human, financial and physical resources. Responsibilities include:

--Advises the Assistant Secretary for Communications and Information on the role of research and development and on policy considerations; performs as the leader and prime mover for the telecommunications and spectrum technology program and for planning and coordinating research and engineering efforts that support NTIA programs; pursues, organizes and coordinates ITS program development efforts to solve telecommunication and spectrum usage and management concerns of other Federal agencies, state and local governments, private corporations and international organizations; and provides management oversight, guidance and employee direction within ITS.

--Advises the Assistant Secretary on technologically-related policies and emerging issues as they relate to Administration goals and Department strategic objectives.  Analyzes, presents and proposes policies for technological relevance and state-of-the-art advances, such as spectrum sharing or device innovation.

--Builds professional networks in support of ITS spectrum management research policies and goals. 

--Addresses national priorities and emerging strategic issues relating to spectrum utilization, telecommunications, information and advanced technologies. 

--Coordinates interagency efforts with the White House, Federal Communications Commission (FCC), Department of Defense (DOD), Department of Energy (DOE), Department of Homeland Security (DHS), and other government agencies.

OPM approval is required before appointing any current or former political appointee to a permanent position in the civil service. This includes anyone who has been a political appointee in the last five years.

Qualifications

Open to all groups of qualified individuals from the public. Current employees within the Federal Civil Service. Current Career SES and SES reinstatement eligibles. SESCDP graduates may also apply for noncompetitive consideration.

All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

Executive Core Qualifications:  The following are the five ECQs and their fundamental competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 1 - LEADING CHANGE:  This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE:  This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 3 - RESULTS DRIVEN:  This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN:  This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS:  This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Qualifications

  1. Demonstrated ability to provide authoritative direction and management for a scientific and engineering center of significant size, resources, scope, and complexity.
  2. Demonstrated ability to plan, organize, and manage complex, multi-disciplinary scientific and technical research, development, policy research and analysis, as evidenced by experience and work record in technical management, program, policy and technology development, including relevant experience in an area of advanced communications technology, capability, testing, or science. 
  3. Demonstrated ability to present scientific, engineering, economic, and policy positions and findings, both written and in person, to audiences representing a wide range of knowledge at a variety of organizational levels in the scientific and policy communities, including those in government, academia and industry.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. Education

In addition to meeting the ECQs and PTQs, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the Telecommunication series as listed below:

Undergraduate and Graduate Education: Major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position.

Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Additional information

Background Investigation/Clearance:  This position requires a Secret security clearance; designated as non-critical sensitive, and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Financial Disclosure:  This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees.  The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period:  Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility:  Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
