Duties

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Laboratories and Scientific Services Directorate in Ashburn, VA.

You will serve as a first line supervisor, supervising and directing the performance of a full range of chemical analyses, physical tests, forensic analyses. In addition, as a supervisor in a field laboratory, assisting the Laboratory Director and Assistant Laboratory Director in technically and administratively directing and controlling the laboratory.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given an entrance on duty date you will be provided additional information on the reporting requirements of your position.

This position starts at a salary of $106,823.00 (GS-13, Step 1) to $138,868.00 (GS-13, Step 10) with promotion potential to $ 138,868 (GS-13 Step 10). In this position, you will be performing the below duties:

  • Providing expert technical advice to higher level CBP managers on chemical and physical testing, forensic analyses. Serving as a technical expert to respond, coordinate and resolve;
  • Assigning work to subordinates, monitoring and evaluating employee's performance and work product. Direct supervision of staff and performs a full range of supervisory functions;
  • Monitoring and evaluating the delivery of services to customers and the methods and techniques used to provide them. Establishing and monitoring metrics necessary to ensure services align with organizational goals'
  • Analyzing samples and evidence at various Customs and Border Protection (CBP) field locations. Participating in mobile operations and performing on-site field support. Training CBP personnel and advising on suspect materials.

Qualifications

Basic Requirements:

A. Degree: Physical sciences, life sciences or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours in physics.

OR

B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics plus appropriate experience or additional education.

You qualify for this position if you meet the basic requirement listed above and possess the experience or substitution of education, if applicable, as described below:

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Performing difficult analyses of samples in the laboratory or in the field, developing identity, grade and composition, information regarding origins, methods of manufacture, etc.;
  • Providing expert advice to other chemists and officials on sampling and sample storage procedures, analytical methodology, instrumentation, and problems associated with analyzing samples as well as a solution to these problems; and
  • Writing analyses reports, management briefings and technical papers regarding laboratory regulations for publication or agency use.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Additional information

Bargaining Unit: This position is not covered under the bargaining unit.

Drug Testing Requirements: This is a drug testing designated position. You must complete and pass a drug test as a condition of employment. Employees are subject to drug testing in compliance with the Agency's Drug-Free Workplace Program.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.

Supervisory Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLT three (3) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed
