Summary

The Office of Program Monitoring and Evaluation participates in each stage of USTDA's project life-cycle. The incumbent in this position serves as the Program Evaluation Manager responsible for managing the continuous evaluation of USTDA programs to assess the outcomes and impact of the agency's investments. This requires using evaluation industry methods such as summative evaluations and other approaches to systematically determine whether USTDA's funding helps to achieve its mission.

Duties

Help

As a Program Analyst, typical work assignments include:

1. Implement and manage the continuous evaluations of USTDA programs to assess the outcomes and impacts of the Agency's investments.
2. Oversee the services provided by outside Evaluation Contractors including reviewing work product and ensuring compliance with contract terms.
3. Calculate key project performance metrics, ensuring that metrics are reported accurately and consistently to uphold accountability and transparency with external stakeholders.
4. Utilize the data and evidence from these evaluations to provide significant input into Agency regional program funding decisions, Agency strategic planning, and Agency reporting to internal and external audiences.
5. Develop and utilize complex databases, spreadsheets, charts, graphs, reports, and tables in order to present findings and conclusions. Prepare reports, papers, and memos analyzing empirical results of projects ensuring information reported is accurate and complete.
6. Review documents produced during the program and project-life cycle and ensure USTDA's files and records are complete with regards to federal record keeping guidance.
7. Communicate with U.S. businesses, U.S. government agencies, and foreign entities on behalf of the Agency to collect key data and information regarding USTDA's evaluation results.

Qualifications

This position contains a Selective Placement Factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is:

  • Demonstrated experience conducting quantitative and qualitative program evaluations for international infrastructure programs. This experience must be documented in your resume.
Applicants must meet all the required qualification requirements and the SPF described by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management's Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited toward qualifications.

Applicants must also meet the specialized experience listed below.

Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled.

GS-09 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-07 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Specialized experience at the GS-09 level for this position includes, but is not limited to: experience evaluating U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports, and tables in order to present findings and conclusions; and inputting data and information accurately in databases and records and validating data; and working collaboratively and effectively with stakeholders in order to obtain input and information

GS-11 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-09 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.

Specialized experience at the GS-11 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; inputting data and information accurately in databases and records and validating data; and working collaboratively and effectively with stakeholders in order to obtain input and information; and experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence.


GS-12 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-11 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.

Specialized experience at the GS-12 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; inputting data and information accurately in databases and records and experience with being responsible for maintaining the completeness and integrity of agency data; working collaboratively and effectively with stakeholders in order to obtain input and information; experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence; and experience applying theoretical frameworks related to foreign assistance and economic development programs.

GS-13 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-12 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.

Specialized experience at the GS-13 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience using highly sophisticated qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; maintaining the completeness and integrity of agency data; working collaboratively and effectively with stakeholders in order to obtain input and information and decision-makers to obtain guidance and approval; experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence; experience applying theoretical frameworks, federal guidance and regulations, or principles of rigorous inquiry to real-life program evaluations related to foreign assistance and economic development programs; and experience serving in an advisory role, and leading and influencing others.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

Combination of education and/or experience may substitute for the specialized experience requirement:

GS-9: A master's degree or equivalent degree or two full years of progressively higher level education leading lo such a degree, or an LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to perform the duties of the position.

GS-11: A Ph. D or equivalent doctoral degree, or three full years of progressively higher level graduate studies leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Education alone will not qualify for the GS-12 and GS-13.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
