Summary

This position is located in the Office of the Chief Information Officer (OCIO), National Highway Traffic Safety Administration (NHTSA). This position reports directly to the Director, Office of Information Management (IM). You will be responsible for evaluating, analyzing and managing acquisition and/or development, testing and implementation of a wide-range of Information Technology (IT) and information management functions.

Duties

Help

As an IT Specialist (Chief Data Officer), you will:

  • Maintain continuous surveillance over all data system performance areas and ensures that applicable schedule/performance parameters are identified, communicated and implemented.
  • Coordinate, disseminate, and interpret data management directives, policies and regulations.
  • Manage open government data effort including coordinating how we offer APIs and create public data products. Actively work with technologists, innovators, the private sector, academia and other stakeholders to promote economic growth through the development of tools powered by open data.
  • Develop and continually update a comprehensive data and information product portfolio strategy for NHTSA, coordinating with appropriate NHTSA components as necessary. Serve as data product lead to drive innovation and continually improve the suite of NHTSA data products.
  • Serve as a single point of accountability and coordination across the agency to ensure consistency and efficient implementation of policies related to data collection, storage, access, release and dissemination.
  • Develop and implement a data services strategy to maximize use of NHTSA data for internal users, including data warehouses, data sets (e.g. MAX data), business intelligence tools, utilizing DOT shared services offerings whenever possible and practical.
  • Serve as the agency point of contact for external data requests and for inter­ agency data coordination.

IDEAL CANDIDATE STATEMENT: Must have strong communication and organizational skills, and is comfortable presenting project information to managers and executives in the department. The incumbent is knowledgeable on establishing data standards and management and innovation of systems and tools to support and enhance the NHTSA mission. Expertise in Data Analytics, Business intelligence services.  Experience in participating in the Data and Innovation Working groups. This role is to be a data strategist, adviser and steward for improving data quality, liaison for data sharing, and developer of new innovative data products.

CONDITIONS OF EMPLOYMENT:

  • REMOTE WORK: This position may be eligible for Remote Work.  Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. Remote work location will be determined upon/after selection and may affect locality pay.  The difference in salary is determined by the locality pay in each location. Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-14, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the following:

  • Experience organizing and analyzing large amounts of structured and unstructured data sets using data analytical tools; creating and implementing data collection and business intelligence tools such as Tableau, and Socrata; providing data visualizations to an organization; collaborating with program office staff to identify and resolve data quality issues.
  • Experience developing and communicating technical recommendations, strategies, and solutions, orally and in writing, to management and executives within an organization.
  • Experience executing IT project management best practices and principles in government or private industry, including earned value management; requirements gathering; cost benefit/alternatives analysis; risk management, acquisition management, resource planning and scheduling.

 For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  3.   4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
