Summary

The Program Assistant works as a member of the research team and serves as a Health Behavior Coach/Study Interventionist and provides assistance to the Research Team. The position is responsible for the delivery of the TOTAL (Teaching Obesity Treatment Option to Adult Learners) intervention which seeks to increase Veteran participation in obesity treatment. This position is located at the William S. Middleton Memorial Hospital in Madison Wisconsin.

The employee will provide eligible Veterans with information regarding lifestyle management including weight management, nutrition, exercise/fitness, providing information for specific services when applicable, e.g., MOVE! for weight management. MOVE! is a weight management, health promotion program designed to improve the lives of Veterans.

Duties include but may not be limited to:

  • Supports the research team in implementing the intervention, collecting the data from Veterans and measuring the effectiveness of health coaching and TOTAL intervention over the course of the study.
  • Utilizes computer applications to manage various information regarding TOTAL.
  • Coordinates project logistics, data collection and performs local trend analysis.
  • Conducts one-on-one study interventions with Veterans in a telemedicine setting.
  • Utilizes motivational interviewing and health coaching techniques and processes to assist members in developing a realistic plan to accomplish their goals.
  • Develops trust with Veterans and incorporates trust principles in day-to-day activities.
  • Works collaboratively within a team setting to provide positive outcomes for participants, peers and overall operations.
  • Maintains education and knowledge regarding lifestyle (habits and behaviors) and clinical outcomes, including behaviors that improve Veterans' health and well-being and those related to poor clinical outcomes.
  • Utilizes REDCap, Microsoft office software, Intranet and other applicable software to schedule intervention appointments, answer Veteran questions between appointments and track and support patient progress.
  • Communicate proactively and effectively with Veterans, peers and supervisors.
  • Manages project data related to the motivational session aspects of the research study, including collection and storage, and assure data consistency/security.
  • Keeps research team members informed of intervention delivery progress.
  • Maintains knowledge of specific study and regulatory guidelines to ensure compliance.
  • Assists the Principal Investigator (PI) and study personnel in formulating and recommending policies, plans, and procedures for the operation and application of the research intervention.
  • Participates in regular quality assurance meetings with the PI and research team to ensure consistent intervention delivery and identify areas for improvement.
  • Utilizes best practices to maintain participants in research studies (e.g., place reminder calls)
  • Maintains project databases.
  • Performs other duties as assigned.

NOTE: This is a TERM appointment (not-to-exceed 3 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). Qualifications

SPECIALIZED EXPERIENCE: Requires at least one year of specialized experience equivalent to the GS-06 in federal service that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes proficiency using a variety of office equipment and software; communicating with research subjects and research personnel; and maintaining project databases. Physical Requirements: The work is sedentary. Typically, the position sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers. No special physical demands are required to perform the work.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
