Duties

Help

As an Intergovernmental Affairs Specialist, some of your typical work assignments may include:

  • Developing infrastructure and working in conjunction with other Commission offices to support the Commission’s enhanced Tribal engagement and consultation work, including support/coordination for regular outreach and related workshops, listening sessions, technical conferences, and other events/meetings; 
  • Using existing contacts and interpersonal skills to build and maintain effective and cooperative relationships with Tribal governments, federal agency partners, and local governmental representatives to develop new or expanded opportunities and outlets for dissemination of information about the organization’s initiatives; 
  • Preparing analyses of critical policy and legislative developments which could impact the Commission’s work; Advising the organization on the trends and patterns of Tribal opinion and/or perception of the organization’s activities; and 
  • Utilizing strong writing/oral communications skills to produce materials such as fact sheets, presentations, speeches, emails, memoranda, papers, and letters, and to review/edit/produce official correspondence.

Qualifications

You must have one full year of specialized experience at or equivalent to the GS-12 level. Specialized experience is defined as: Experience developing and maintaining relationships with Tribal governments, state, regional or federal entities; delivering oral and written presentations to broad audiences; and communicating policy to diverse audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.

There is no education requirement for this position; therefore, transcripts are not required.

Additional information

This vacancy is being used to fill positions in the one-year remote work pilot program. Employees selected for remote work will not be required to report to an official Commission duty station on any frequent, regular or recurring basis. Official duty stations will be verified/approved upon selection and will be set where the employee regularly performs duties. Locality pay and cost of living increases for remote workers will be set within the General Schedule Locality Pay Table of the worker's official worksite. Remote workers must attest that the remote duty station meets safety, technological, information security requirements to perform duties of the position safely and maintain security of all sensitive documents and information created, maintained or administered while performing Commission work. A remote worker agreement will be required. 

Relocation expenses will not be paid. Multiple selections could be made from this vacancy and additional selections could be deemed not-eligible for remote work. In these cases, the duty location of the position is Washington, DC.

If selected for this position, you will be required to:

  • Complete a Declaration for Federal Employment (OF-306) to determine your suitability for Federal employment.
  • Have your Federal salary payments made by direct deposit to a financial institution of your choice.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.   • Attend a mandatory ethics training. We are governed by the Office of Government Ethics (OGE) Standards of Conduct, the criminal conflict of interest statutes, and FERC’s supplemental ethics regulation, which specifically prohibits FERC employees from holding certain energy-related securities. To comply with these regulations and statutes, divestiture of these securities may be required after you begin employment. See 5 C.F.R. 2634-41; 18 U.S.C. 201-208; 5 C.F.R. 3401. If selected, you may also be required to file a financial disclosure statement within 30 days of appointment.
