  • Advise on integrating cybersecurity programs with other programs of equivalent scope and complexity.
  • Provides trusted advice on the relationship of major policy decisions, proposed changes from legislation or regulation, budget or staffing levels.
  • Plan, develop, and coordinate agency-wide information security programs and strategies.
  • Provides guidance and decision-making to ensure the confidentiality, integrity, and availability of information systems and the data they contain.
  • Responsible for the interim and annual review of program operations and the maintenance of performance standards.
  • Provides technical and administrative supervision to employees in a variety of professional and non-professional occupations.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience Requirement:
Applicants must have one year of specialized experience equivalent to the GS-14 grade level. Specialized experience is defined as meeting three or more of the following: providing management oversight and technical leadership over operations of cybersecurity operations and infrastructure; and/or planning, developing, and coordinating agency-wide information security programs and strategies; and/or supporting vulnerability mitigation and remediation, tracking, and coordination of software and hardware in all phases of life cycle; and/or developing policy, strategies, standards, or guidelines related to cybersecurity and privacy programs.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

This is a temporary promotion/detail not-to-exceed 1 year but may be extended an additional 4 years for a total of 5 years or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager. At the end of the temporary promotion you will be returned to your former position and your salary will be adjusted to the grade level and step that you would normally have been in had you remained in your position.

This temporary promotion/detail may be made permanent without further competition. If the temporary promotion is not made permanent, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location).
