Summary

This is a Senior Level (SL) position located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology.

As a Chief Product Officer, SL-2210-00, you work with a diverse group of stakeholders within CMS to identify the most effective levers for improving processes to empower product management decisions based upon quantitative and qualitative assessments of user needs, including the technological aspect.

Duties

Help
  • Create a Workforce Resilience Program to upskill CMS personnel in areas such as Agile, Lean, Human Centered Design (HCD), Cloud Technologies, Product Management, CyberSecurity, Data Science, Artificial Intelligence and others.
  • Identify, develop, and build support and tools (technical and policy) for driving culture change, and use of emerging technologies within programs and products across the agency.
  • Incorporate agile development methodologies and open source practices into government product delivery.
  • Manage complex stakeholder environments, working with senior level officials across departments to build support and consensus for agency product and program strategy and goals.
  • Collaborate with highly creative human-centered design experts, user experience designers, and engineers to reach the best possible version of a feature or product to bring to market for efforts across the agency.

In order to qualify for this SL, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to at least the GS-15 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Managing one or more multi-year product management initiatives that deliver agile and lean solutions, 2) Leading people and teams across multiple organizations; 3) Ensuring strategic alignment of requirements with critical organization priorities; and 4) Leading product management efforts within enterprise organizations with national presence.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
