Duties

Help

This position is organizationally called the "District Area Housing Officer" and is responsible for providing technical program oversight, expertise, guidance and tasking to Local Housing Authorities (LHAs) and Local Housing Officers (LHOs) assigned to Sectors and Bases and administers the housing program functional areas of CG Owned Housing, Leased Housing, Unaccompanied Personnel Housing (UPH), Inter-agency Agreements (IAAs), and housing referral services to include budget, planning, policy implementation, and policy waivers where appropriate.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

* Supervises the local and area housing staff comprised of both civilian and military personnel. Plans, assigns and reviews work products and establishes division priorities and goals. Resolves problems, sets priorities and allocates resources.

* Plans, schedules and coordinates management activities, including conducting onsite field reviews designed to evaluate the overall performance of the housing program regarding such activities as occupancy requirements, maintenance, budgetary and financial controls, administrative practices, occupant relations and other related local and area management practices and effectiveness. 

* Serves as the principal advisor on all housing matters concerning the utilization and administration of the housing program, including advising housing stakeholders on a broad range of natural disasters processes and procedures within the assigned AOR.

* Coordinates policy changes with commands and other agencies and analyzes problem areas resulting from such changes. Develops solutions to problems in policy, application and conflicts with policy in AOR. Facilitates the sharing of information across geographical region and subordinate commands with regards to housing resource management and housing assignment policies.

*  Conducts technical studies of housing demands, occupancy rates and physical requirements and develops recommendation for change or improvement. Coordinates the operation and utilization of housing assets in order to assure timely quality housing is provided to CG members and their families.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

GS-11: Applicant must have one year of specialized experience equivalent to the GS-9 grade level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: developing guidance/implementing instructions for local housing officers and activities; conducting long range planning activities for owned/leased housing facilities; evaluating housing program objectives and identifying the most economical/efficient management practices to use; conducting/developing management studies to determine funding/material requirements for the management/utilization of housing assets.

OR at least one of the following if using education to qualify at this grade level:

(A) a Ph.D. or equivalent doctoral degree;

OR

(B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Housing Management.

OR

(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total
qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

GS-12: Applicant must have one year of specialized experience equivalent to the GS-11 grade level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge of successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: administering a housing program for a mid-sized post or city; conducting planning and budgeting as they pertain to housing administration & procedures and evaluating housing studies and judging between alternatives based on policy, good management & resource cost; developing sound management policies and practices; and conducting quantitative research, performing analysis & making logical recommendations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position does not have a positive education requirement. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.

If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor. However, promotion to the full performance level is not guaranteed and is dependent on successful performance at the lower grade level(s).

4.  Knowledge of the Landlord/Tenant Acts in states within the geographic boundaries of the district to ensure CG personnel receive fair and equitable treatment, that lessors discharge their obligations and that CG tenants are aware of, and fully discharge, their responsibilities. Skill and ability to negotiate with local authorities and lessors over leased housing problems and claims, and guide others in these matters.
