Duties

Help

The incumbent performs the following duties and responsibilities in support of the assigned BFA Division/Office and overall BFA mission and functions.

Strategic Planning/Office Management 
• Serves as a member of the Division/Office and BFA management team, participating in strategic planning for and effectively communicating BFA policies and plans.
• Coordinates and oversees Division/Office administrative and program support work to ensure accurate and timely response to meet Division/Office needs and administrative support matters.
• Evaluates the effectiveness of administrative procedures and consistency of contributions to the accomplishment of organization goals and objectives. Recommends changes, as appropriate to meet the short and long-term strategic plans and objectives of the administrative and programmatic functions of the organization.
• Identifies resources and advises Division/Office leadership on administrative and program matters, including funds allocation, staffing levels, and equipment required to support assigned projects.
• Performs continuous analysis of Division/Office use of allocated resources, including personnel, IT support, and funds. Analyzes and prepares reports of expenditures and projections as needed/requested.
• Performs other related duties and special assignments as may be required to assist the assigned Division/Office and BFA leadership in carrying out their program and organizational management responsibilities.


Financial Management 
• Coordinates with Division/Office leadership, the BFA Administrative Coordinator, and the BFA Budget Office on matters relating to budget preparation and execution, and the NSF Financial Management staff for federal policies.
• Identifies and advises Division/Office leadership on financial matters such as establishing new accounts, funding special activities, resolving discrepancies, and handling of accounts.
• Represents the assigned Division/Office with the BFA Budget Office in discussions of policy implications of budget plans submitted.
• Identifies, analyzes and resolves issues and problems encountered at any point in the budget process. Keeps Division/Office Director(s) and Senior Management informed of key issues and solutions.


Personnel Management 
• Serves as the Division/Office liaison with Human Resource Management (HRM). Ensures proper and timely coordination and processing of office staff performance plans, appraisals, individual development plans, personnel actions, and position descriptions.
• Advises Division/Office leadership on rules, regulations and requirements regarding human resource administration and management.
• Participates in human resource strategic planning activities for the Division/Office and makes recommendations for the most effective management and use of human capital resources.
• Monitors assigned Division/Office support of EEO programs and compliance with EEO goals and inform the BFA Administrative Coordinator and BFA leadership accordingly.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at GS-11, you must have one year of specialized experience equivalent to the GS-09 level in Federal service.  Examples of specialized experience may include: evaluating information to identify problems in procedures or work methods and recommending improvements; formatting and finalizing reports; performing daily administrative tasks, including monitoring operating budget and funds use; designing and maintaining record-keeping systems; ensuring availability of supplies and equipment; and advising on personnel and procurement matters.

You will also qualify at GS-11 with Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or possess a combination of progressively higher-level graduate education beyond the second year and appropriate experience that together meet the qualification requirements for this position.

To qualify at GS-12, you must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience may include:  planning work to be accomplished by support staff, considering organizational needs, training/development, and position management in recruiting; supporting the use of administrative systems to meet needs; reviewing and consolidating budget estimates; preparing budget justifications; and setting and adjusting short-term priorities and preparing schedules for completion of work.

Education

Education may be substituted for experience at GS-11 as described in “Qualifications."
If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
