Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Laboratories and Scientific Services Directorate in Washington, DC.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given an entrance on duty date you will be provided additional information on the reporting requirements of your position.

This position is located in Laboratories and Scientific Services (LSS), Interdiction Technology Branch (ITB), within the Operations Support Office (OS) of Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). In this position you are responsible for management of scientific and technical work on CBP projects involving rapid technology assessments and overall management of assigned new and complex DHS-wide technology projects.

This position starts at a salary of $126,233.00 (GS-14, Step 1) to $164,102.00 (GS-14, Step 10) with promotion potential to $164,102.00 (GS-14 Step 10). In this position, you will be performing the below duties:

  • Evaluating, rapidly assessing, reviewing, and analyzing complex high technology projects related to CBP's enforcement mission in the areas to include tunnel technologies, inspection technologies, radiation detection, chemical detection/identification, detection/inspection related technologies and other complex high technologies;
  • Representing the Interdiction Technology Branch (ITB) at interagency working groups on matters dealing with large, unique, complex, and advanced technology systems and equipment. Evaluating new concepts and newly developed advanced technologies. Developing policies and innovative methods of introducing state of the art technology into CBP programs;
  • Serving as the project leader and subject-matter expert for specific large and complex, multi-year projects as well as other specialized and unique technical projects;
  • Working on the entire complex of actions involved in assessing, developing, procuring, fielding, supporting, and maintaining new detection/inspection technology and other equipment systems designed to affect the ability of CBP to efficiently and effectively accomplish its mission; and
  • Planning coordinating, and evaluating logistical actions required to support a specified event/project by identifying specific requirements for funding, manpower, material, facilities, and services.

Qualifications

Basic Requirement:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience--education equivalent to one of the majors shown in "A" above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

AND

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Coordinating with other agencies and personnel on technology assessments, testing, installation and operation of large complex systems and equipment;
  • Preparing technical and logistics support specification requirements used to assessing and testing new/current technology and evaluating technical proposals; and
  • Evaluating new concepts and advanced physical science technologies on radiation detection, chemical detection/identification and other complex high technologies.

  • Knowledge of advanced and experimental theories, concepts, principles, and practices of physical sciences to apply to development, assessment, test, evaluation, fielding support, and logistics of special purpose state of the art equipment and systems
  • Knowledge of managing the assessment, testing, development, and overall planning of complex advanced high technology projects including mastery of life cycle planning for all project elements, contract administration, procurement, logistics, operational maintenance, installation, and training
  • Knowledge of analytical and evaluative methods, and skill to research and determine options for managing administrative and technical functions of assigned projects
  • Skill in applying Federal guidelines and practices. Skill in the CBP administrative and budgetary procedures. Thorough knowledge of CBP headquarters structure, missions, policies and procedures, including assignment of functions to subordinate organizations
