Location of Position:  GSA, Office of the Deputy Administrator, Technology Modernization Fund Program Management Office  This is a full-time remote position.  Location will be determined upon selection.    

The Technology Modernization Fund (TMF) Program Management Office (PMO) provides support to agencies applying to receive funds from the TMF to support their modernization efforts at every stage of the proposal development process.

As an IT Program Manager, you will provide technical program expertise and consultative services in support of the Project Management Office for the TMF.

Evaluates Technology Modernization Fund (TMF) funding proposals using  cybersecurity and general project review criteria to evaluate TMF submissions and makes recommendations for further consideration and/or funding, to determine funding priorities among cybersecurity applications, to solicits additional information from agency stakeholders as necessary, and to communicate recommendations and provide briefings to colleagues, senior leadership, TMF Board, external agencies and agency stakeholders to refine proposals.  Serves as a respected authority and spokesperson on a diverse range of high-level cybersecurity issues, as well as more widespread issues affecting the substantive government and private industry missions in which his/her expertise is often sought due to the extensive knowledge and experience in IT security field.  Performs needs analysis to determine opportunities for new and improved business process solutions including evaluating the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommends improvements and developing and documenting supply chain risks for critical system elements, as appropriate.  Establishes collaborative partnerships; initiates and monitors policies, programs and projects dealing with the most challenging problems in cybersecurity and government websites, which are of national significance to the Federal government and stakeholders.  Monitors cybersecurity investments for value and quality of execution including providing post-investment guidance and advice to agencies, evaluating investments’ adherence to milestones, and making recommendations to program leadership and TMF Board regarding continued funding of investments.  Recruits, organizes, and facilitates a cybersecurity expert advisory board from multiple agencies to formulate, apply and evaluate cybersecurity criteria, including organizing and defining incremental deliverables and maintains a consensus driven evaluation of active investment proposals.

The GS-15 base salary range starts at $112,890.00 per year.  Locality pay will be determined once the duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant reviews reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant discusses results, problems, plans, suggestions, terms, or conditions with others.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant designs or conducts analytical studies, cost-benefit analyses, or other research.

SPECIALIZED EXPERIENCE:  Specialized experience in planning, managing and directing cybersecurity architecture projects for IT products, services, and/or solutions. This experience must include:

  • Planning and implementing policies, programs and regulations affecting cybersecurity architecture program relationships, performance and organizational objectives;
  • Managing the development and implementation of efficient and effective short term and long term strategies and processes to continuously identify and evaluate and mitigate risks across the cybersecurity landscape to reduce identified enterprise wide cybersecurity threats and vulnerabilities;
  • Analyzing cybersecurity and risk management program objectives and processes to determine whether changes in policies, procedures, or organizational structures are efficient and effective; and
  • Collaborating with internal and external stakeholders, leadership and regulatory officials, and meeting with industry partners, and Federal, and State and local agencies to identify and recommend modifications or additional IT services, products, and/or solutions.

Skill with IT technologies, computer security, network system development methodologies and practices, automated information systems concepts and usage, systems analysis and design, data analysis and models, and documentation standards to lead studies and task forces to formulate appropriate policies, standards, and guidelines.
    2a. Skill in applying laws, regulations, policies, and ethics as they relate to cybersecurity and privacy.
    2b. Skill in applying interpersonal, outreach, and advocacy practices to effectively convey highly complex, deeply technical topics and programs to the public and to a broad range of stakeholders, including industry and government executives.
  3. Ability to apply risk management processes (e.g., methods for assessing and mitigating risk).
    3a. Ability to apply knowledge of cybersecurity and business knowledge/expertise to provide advisory services to business and mission stakeholders on opportunities that most effectively leverage emerging technologies and information security best practices.
  4. Ability to maintain liaison with agency staff, managers and/or contractors to discuss technical and project management issues.
    4a. Skill in establishing and maintaining working relationships with senior leaders within and across other agencies and private organizations to advance goals.
  5. Ability to make well informed and objective decisions, perceive the impact and implication of decisions, commit to action even in uncertain situations, and to accomplish organizational goals.
