Duties

Help

  • Coordinates and manages integrated projects involving other functional areas within the Division, as well as other regulatory agencies, and presents recommended alternatives and solutions to specific issues. Assigns projects and monitors progress of projects which have been assigned to the Branch.
  • Supervises and coordinates the work of community development professionals and experts meeting challenges resulting from increased levels of complex activities in the Washington and field offices as a result of new initiatives established by the Chairman's Office.
  • Prepare strategic plans establishing short term and long term objectives to meet program and Division goals: Evaluates the desirability and cost of existing and proposed plans, organization, and program objectives through studies approved by the Associate Director, Deputy Director, or the Division Director.
  • Develops and implements financial education, outreach and research strategies.
  • Develop, executes and maintains strategic partnerships to promote financial education with various national, state and local partners.
  • Prepares and analyzes studies, reports, and proposals regarding community affairs and community lending policies, practices, and related matters as prepared by Branch specialists, divisional staff, other Federal agencies, and entities from outside the government.

THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED 6 MONTHS (Maybe extended an additional 6 months) . The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis.  This assignment may be terminated early or extended based on management’s needs.  If temporarily promoted, the temporary promotion cannot exceed five (5) years, nor can it be made permanent. If the duration of the assignment is one year or less, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location) in the same or successor Division/Office. If, however, the temporary assignment exceeds one year (including extensions beyond one year of the initial temporary appointment of one year or less), and the position is in a different Division/Office from the employee’s permanent Division/Office, the employee will not be returned to his or her permanent position of record.  Instead, the employee will be placed in a position comparable to his or her permanent position of record (at the same grade and pay) in the Division/Office and duty location where the temporary assignment is located. Since the extension of a temporary promotion beyond one (1) year will directly impact the employee’s return rights to his or her permanent Division/Office, the employee must concur in advance with any extension of the temporary assignment beyond one (1) year.

At the end of the temporary promotion (if temporarily promoted), the employee’s basic pay will be set at the rate received prior to being temporarily promoted, regardless of the length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for CM-01:  Applicants must have one year of specialized experience equivalent to the CG/GS-13 grade level or above in the Federal service.  Specialized experience is experience providing guidance relating to financial education/outreach, community development, Community Reinvestment Act (CRA), or compliance/consumer protection functions.

Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.

  6. Knowledge of laws, regulations and examination policies and procedures pertaining to consumer protection laws, Community Reinvestment Act, fair lending laws, community and economic development.
  7. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of administrative operations.
