Summary

Responsible for developing, planning, implementation, and management of the comprehensive industrial hygiene programs at the Boise VA Medical Center (BVAMC) and its Community Based Outpatient Clinics (CBOCs). Assumes a lead role in the development of industrial hygiene goals, policy, and procedural documentation for the medical center. The incumbent works with leadership and engineering to review how industrial hygiene considerations are integrated into the planning and operational activities.

Duties

Help

Supports the development of facility industrial hygiene policies, programs, and procedural documentation.
Manages the following industrial hygiene programs: Respiratory Protection Program, Asbestos, Lead, Ergonomics, Heat Stress, Indoor Air Quality, Formaldehyde, Hazardous Materials, and Emergency Eyewash & Shower Program. Also manages portions of the Hazardous Drug Safety Program and Hazard Communication.
Manages water safety sampling and reporting for the facility. Coordinates quarterly sampling performed by contractors for legionella and is responsible for maintaining results in VA's Water Safety Management Tool. Responsible for routine water sampling and associated reporting of results for dental water and sterile processing.
Conducts in-depth surveys and evaluations of working conditions/environments to determine the nature and magnitude of hazardous exposures and the effectiveness of existing control measures. These evaluations are conducted by measuring and quantifying workplaces stresses with technical instruments. Evaluations/surveys may take place in a variety of environments including offices, shops, health care facilities, nursing homes, construction areas, clinical and research laboratories, etc. Conferences with managers and employee representatives to explain the purpose and scope of the inspections and the pertinent regulations as well as reviews of hazards identified and strategies to abate identified hazards.
Applies appropriate sampling techniques and procedures and may oversee the work of contractors engaged to perform specific monitoring. Evaluates sampling results and ensures that data is appropriate relative to measurements taken.
Where hazardous exposures are discovered, analyzes findings and recommends corrective/control measures, such as changes in work procedures, systems, materials, and/or use of personal protective equipment. May work with engineers and/or supervisors to develop such corrective/control measures.
Participates in the review of plans for new or modified facilities, processes, and materials for the evaluation of the adequacy of health hazard controls.
Makes recommendations and provides oversight to achieve compliance with OSHA, ACGIH, ANSI, NFPA, and Joint Commission regulations and standards.
Advises leadership, supervisors, managers, and safety committees of appropriate measures to control or eliminate potential health hazards and participates as the expert advisor on Industrial Hygiene matters in committees including Accident Review Board, Environmental Care Committee, Infection Control Committee, Subcommittee for Research Safety, Compounding Sterile Products Advisory Committee, Water Safety, and Construction Safety Committee.
Conducts education and training for Boise VAMC staff and other personnel on specific industrial hygiene program requirements including but not limited to: asbestos, ergonomics, respiratory protection, hazard communication, formalin, and eyewash testing and use. Additionally, provides training to employees
for occupational health matters including hazard awareness, safe working procedures, personal protective equipment, materials handling and storage, etc.
Reviews and updates Industrial Hygiene training modules in TMS.
Reviews and updates Industrial Hygiene related Medical Center policies and, as necessary, creates new Industrial Hygiene policies based on Federal and State compliance requirements.
Composes correspondence in response to all inquiries, deficiencies, or action plans (VISN, OSHA, Joint Commission, State, etc.) regarding matters pertaining to the Industrial Hygiene programs at the Boise VA Medical Center. Employee uses experienced judgment when situations arise for which guidelines are conflicting or inadequate.
Partners with the Safety Manger to work with Safety Service staff to help ensure service compliance with Industrial Hygiene requirements and regulations.
Will be a good steward of the environment by complying with all federal, state, and local environmental laws and other requirements, preventing pollution, minimizing waste, conserving cultural and natural resources, and continually improving environmental programs.
Participates with VISN and nation-level committees to ensure that consistent and appropriate Industrial Hygiene measures are followed.

Qualifications

To qualify for this position, applicants must meet specialized experience within 30 days of by the closing date of this announcement.

Basic Requirements: You must meet one of the following basic requirements below to be eligible for the GS-0690, Industrial Hygiene job series. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

Applicants must meet one of the following Basic Requirements:

  • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; ~OR~
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; ~OR~
  • Certification from the American Board of Industrial Hygiene (ABIH). Note: You must submit a copy of your certification with your application. Certification cannot be credited without documentation.
Please note: Courses in the history or teaching of chemistry are not acceptable.
For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.

In addition to meeting one of the Basic Requirements above, applicants must also meet one of the grade specific requirements listed below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Industrial Hygienist, and that is typically in or related to the work of the position to be filled. Specialized experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. Specialized Experience includes: supports the development of facility industrial hygiene policies, programs, and procedural documentation; manages water safety sampling and reporting; conducts in-depth surveys and evaluations of working conditions/environments to determine the nature and magnitude of hazardous exposures and the effectiveness of existing control measures; conferences with managers and employee representatives to explain the purpose and scope of the inspections and the pertinent regulations as well as reviews of hazards identified and strategies to abate identified hazards; makes recommendations and provides oversight to achieve compliance with OSHA, ACGIH, ANSI, NFPA, and Joint Commission regulations and standards. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of the Industrial Hygienist position.   • Combination: Applicants must have a combination of specialized experience as described above and graduate level education beyond 36 semester hours (or 2 years) in a subject that is directly related to the Industrial Hygienist position to meet the total experience requirements for this grade level. Combination example:

  • The position to be filled is an Industrial Hygienist, GS-0690-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.
