Duties

Help

As a Safety and Occupational Health Manager, you will:

  • Serve as a management official responsible for: representing management’s view at meetings with internal stakeholders and with the Department; develop, implement and maintain GLS policy; represent the GLS to outside agencies at the local, regional, State, and Federal level; serve as the point of contact for all safety and health issues; and complete all documentation and reports needed to ensure the GLS’s compliance with Federal (e.g. OSHA and EPA), State, DOT, and other regulations.
  • Evaluate the safety and health program; documents shortcomings; prepare plans to manage shortcomings; implement those plans to close the gaps; and develop documentation including policies to ensure that the program operates more effectively in the future.
  • Be responsible for investigating, measuring, and evaluating safety and health factors to protect employees from exposure to toxic substances, harmful physical agents, as well as from injuries resulting from safety and health hazards from high risk activities such as blind and double crane lifts, and other activities.
  • During project planning and developmental phase, evaluate proposed new work processes or materials to assure incorporation of adequate measures for prevention of injuries and/or occupational illnesses hazards.
  • Develop and direct a safety education program designed to educate the GLS’s personnel on their role in controlling hazards, and in preventing injuries and occupational illnesses. Manage and conduct safety training for supervisors and workers exposed to hazardous materials or involved in potentially hazardous work. Develop and direct new safety training programs and educational priorities based on changes in mission and workload requirements.

The ideal candidate for this position has safety and occupational health experience gained from working in an industrial plant and/or construction environment and has experience with New York State regulations.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-12, you must have at least one year of specialized experience equal or equivalent to the GS-11 grade level in the following:

  • Experience developing, implementing, evaluating, administering a comprehensive safety and occupational health program, policies, and procedures primarily related to skilled trades employees and specialized heavy equipment in an industrial plant (OSHA Standard 1910) and/or construction (OSHA Standard 1926).
  • Experience implementing safety and occupational health training and education for supervisors and employees.
  • Experience recommending and implementing mitigation measures in the workplace to prevent injuries and illnesses.
  • Experience evaluating and reporting root cause analyses for work related injuries, illnesses and near misses.

To qualify for the GS-13, you must have at least one year of specialized experience equal or equivalent to the GS-12 grade level in the following:

  • Experience developing, implementing, evaluating, administering a comprehensive safety and occupational health program, policies, and procedures primarily related to skilled trades employees and specialized heavy equipment in an industrial plant (OSHA Standard 1910) and/or construction (OSHA Standard 1926).
  • Experience developing and implementing safety and occupational health training and education for supervisors and employees.
  • Experience developing and implementing mitigation measures in the workplace to prevent injuries and illnesses.
  • Experience investigating and reporting root cause analyses for work related injuries, illnesses and near misses.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Compliance Inspection - Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders. 
  2. Decision Support - Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
