Summary

The incumbent will serve as the Congressional Affairs Advisor in the Office of the Inspector General, in the high-level planning, reviewing, developing, and evaluating of present and proposed congressional policies, programs, procedures, and operations. Interacts with members of Congress and their staffs, and with other Federal officials on a variety of issues including appropriations, legislative initiatives, and inquiries regarding general policy positions.

Duties

Help
  • Provides direction in the planning, reviewing, developing, and evaluating present and proposed congressional policies, programs, procedures, and operations.
  • Evaluates the impact of proposed and passed legislation on operations.
  • Outlines issues raised or discussed and as required, reviews, and coordinates the preparation of responses or comments on drafts or proposed legislation.
  • Keeps leadership apprised of the status and potential impact of proposed initiatives on the programs and policies of an organization.
  • Ensures that effective working relationships are established and maintained with members of Congress and their staffs, and congressional affairs representatives or other staff from other agencies.
  • Represents an organization in meetings with Congressional staffs, Federal, State, and local organizations, and officials to ensure that proposed rules, regulations, and programs and efforts. Keeps informed of the Congressional hearing agenda.

Qualifications

Applicants must demonstrate they meet the following requirements for this position no later than the closing date of the vacancy announcement.

Specialized Experience: Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience is described as a high level of knowledge and skill in the Legislative Branch, including serving in a Senior Legislative role for a member of Congress or Congressional committee, experience providing leadership and direction in the planning, and evaluating present and proposed congressional policies, programs, procedures, and operations. Interacting with and maintaining liaison with members of Congress, their staffs, and with other Federal officials and agencies on activities that relate to appropriations, legislative initiatives and inquiries regarding general policy that affects an agency. Works closely with staff members to carry out high-level coordinative, consultative, technical, and advisory congressional relations services

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
