Summary

This entry level developmental Realty Specialist position is located in the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), Easement Programs Division (EPD). The primary purpose of the position is to provide support and guidance in real estate laws, concepts, and principles relating to the acquisition, administration and enforcement of conservation easements.

Duties

Help
  • Acquire conservation easements on behalf of the United States in conformance with all relevant statutory, regulatory, and policy requirements with oversight or guidance from a senior realty specialist or Team Leader.
  • Serve as technical analyst and advisor to the Branch Chief and Team Leader, providing support and guidance in real estate laws, concepts, and principles relating to the acquisition, administration, and enforcement of conservation easements.
  • Evaluate easement offers, prepares acquisition documents, and administers easements in accordance with the terms and conditions of the easement deeds and program requirements.
  • Assist with real property activities such as negotiating/reviewing conservation easement deeds for programs.
  • Review real property title documents, surveys, environmental site assessments, appraisals, conservation easements, subordinations, affidavits, title opinions, and other documents to determine their correctness, adequacy, and completeness.
  • Provide analysis and summary of documents along with recommended actions to non-realty staff to assist decision making.
  • Prepare documents and transmittals to title insurance companies, orders title commitments, title updates, and final title policies.
  • Provide specification guidance to surveyors and receive and review survey documents.
  • Provide guidance and instructions to the closing agent in the preparation, execution, and clearing of title, payment recording, and providing of title insurance for the closing of easements.
  • Serve as a representative on assigned teams and work groups involving assigned easement program functions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include knowledge of a wide range of real estate principles, concepts, and practices as well as a good understanding of the real estate market.. Examples of specialized experience include:

  • Acquiring conservation easements for a federal, state, or local government or non-governmental organization.
  • Acquiring of other real property for a a federal, state, or local government or non-governmental organization with natural resources conservation, open-space, or public recreation mission.
  • Reviewing the acquisition of conservation easements for compliance with a federal, state, or local government requirements or a non-governmental organizations standards and practices.
  • Stewardship or management of conservation easements or other interests in real property for a federal, state, or local government or non-governmental organization with natural resources conservation, open-space, or public recreation mission.
  • ; OR
Substitution of education in lieu of specialized experience: Successfully completed a Ph.D., or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in law, business, agribusiness, engineering, natural resources management, or related degree, etc. (NOTE: You must attach a copy of your transcripts for verification); OR

Combination of Education and Experience: A combination of graduate-level education and specialized experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

  • Work Environment: The work environment involves normal, everyday risks generally associated with office and meeting rooms. During field visits, there are risks associated with air travel, automobile travel, dust, and irritant insects. Where such conditions do exist, incumbent is expected to carry out approved safety precautions. The work frequently requires the ability to function under pressure and with tight time restraints.
