Duties

Help
  • Acquire complex conservation easements on behalf of the United States in conformance with all relevant statutory, regulatory, and policy requirements with minimal oversight or guidance from a supervisor.
  • Responsible for the review of template deeds for the Agricultural Conservation Easement Program Agricultural Land Easements (ACEP-ALE).
  • Serve as lead technical analyst and contact for assigned easement support team providing support and guidance in real estate laws, concepts, and principles relating to the acquisition, administration, or enforcement of conservation easements.
  • Complete and review agreement packages for agricultural land easements.
  • Conduct reviews of easement obligation and payment packages completed by national easement teams States to ensure compliance with agency policies and procedures.
  • Lead other Realty Specialists within the team to propose and develop policies, procedures, and tools related to easement acquisition transactions.
  • Conduct expert technical review of the work of State, Easement Support Services Realty Specialists, and other Easement Programs Division Realty Specialists.
  • Provide guidance to ensure proper implementation of national policies for easement acquisition programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-12) to be considered for a GS-13 position.

Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include the following:

  • Applying real estate principles, law, regulations, policies, and methodologies in the acquisition of conservation easements.
  • Developing plans, policies or procedures governing conservation easement acquisition or management activities.
  • Analyzing and resolving realty issues in compliance with agency guidance and policy; applying oral and written communication techniques and methods to communicate those resolutions or prepare reports that substantiate findings.
  • Clearly communicating training, recommendations, and guidance to ensure proper implementation of national policies for easement acquisition programs, to both experts and non-experts in realty.
  • Managing a portfolio of conservation easements by scheduling, coordinating, and managing projects and resources to manage risk and ensure efficient conclusion of each project.
Note: There is no education substitution for the GS-13 level.

  • CONFIDENTIAL FINANCIAL DISCLOSURE REPORT: If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter.   • Physical Demands: The work is primarily sedentary, although some slight physical effort may be required.
  • Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Work may require occasional overnight travel. The work environment involves normal, everyday-type risk generally associated with office and meeting rooms. During field visits, anyone or more of the following are genuine risks associated with: air travel, automobile: travel, dust, and irritant insects. Where such conditions do exist, incumbent is expected to observe and early out approved safety precautions. The work frequently requires the ability to function under pressure and with tight time restraints.
