The Infrastructure Security Division (ISD) focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; State, local, tribal, and territorial officials; and other Federal agencies.
The primary purpose of the position is to serve as the Supervisory IT Cybersecurity Specialist (INFOSEC) with the CISA Exercises, National Cybersecurity Exercise Program Branch. Typical work assignments include:
Serving as the Branch Chief directing, supervising, and coordinating the work of personnel engaged in the substantive, mission-oriented work of exercise planning and execution in support of CISA mission and priorities;
Developing and maintaining cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance;
Providing subject-matter expertise to guide exercise design and delivery, including control or facilitation of complex or senior-level exercises;
Assessing policy needs and collaborating with stakeholders to develop policies to govern cyber activities;
Defining requirements for Agency cybersecurity exercise programs and products by assessing needs of federal, SLTT, and private sector partners and conducting gap analysis of existing capabilities and programs;
Guiding, directing, and overseeing acquisition and contracting activities to acquire goods and services through contracts and agreements;
Monitoring and managing budget execution to ensure effective and efficient use of appropriated and assigned resources;
Representing DHS and CISA as a subject matter expert and speaking for DHS and CISA at national and international meetings, symposia, and conferences and varied stakeholders.

Qualifications

For GS-15: In addition to the above GS-2210 Series competencies requirement you must have at least one year of specialized experience at the GS-14 grade level performing the following duties:
Experience leading, planning, organizing and directing the work of a cybersecurity team of professionals;
Applying Homeland Security Exercise and Evaluation Program (HSEEP) principles in the planning and conduct of training/exercises;
Experience with contracting and procurement processes including negotiations, administration, market research and developing statements of work;
Administering budgets including preparing, justifying, reporting and execution;
Preparing high level briefings, decision papers, reports, and analyses on program activities for senior officials, policy makers and other stakeholders.
