Help

As a Congressional Affairs Specialist, you will:

  • Establish and maintain productive and professional relationships with Congressional staff and facilitate an effective two-way exchange of information between the OCC and congressional offices on issues relating to banking and financial services. Schedule briefings, meetings, and presentations with congressional staff and OCC subject matter experts, answer staff questions, provide feedback on legislative initiatives, and highlight OCC's fulfillment of our mission and expertise.
  • Coordinate reviews and prepares analyses of legislative positions and proposals. Monitor congressional activities and hearings, writes summaries of the hearing/briefing that include information relevant to the OCC, the financial services industry, the economy, or Comptroller priorities. Prepare OCC witnesses to testify at congressional hearings and prepares written responses to congressional inquiries, including constituent inquiries, as necessary. Write testimony, develop briefing materials, conduct mock Congressional hearings so witnesses can practice responding to questioning from Members of Congress.
  • Support the Director for Public Affairs and Congressional Relations on matters regarding congressional actions which affect or might potentially affect the OCC and the national banking system. Provides information about congressional trends or events affecting the OCC or the national banking system and financial service industry. Ensures congressional offices are kept abreast of current issues involving the OCC.
  • Advance agency priorities and monitors specific legislative issues relating to banking and financial services and provides analysis to the Director, senior OCC officials, and the Comptroller.

  • Travel occasionally to attend meetings with congressional committees and/or local training.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

  • Successfully complete a background investigation that includes criminal history, financial history (including a credit check) and other information.
  • Obtain and maintain a Public Trust background clearance.

Qualifications

You must meet the following requirements by the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV or GS-11 grade level in the federal service. Specialized experience for this position include:

  • Monitoring and reporting on the legislative and congressional oversight activities related to banking and financial services. AND
  • Counseling and advising management about key congressional concerns relating to banking & the financial services industry. AND
  • Engaging and maintaining relationships with members of Congress and congressional staff with oversight work and activities in banking and financial services. AND
  • Drafting congressional testimony, prepares agency witnesses to testify for congressional hearings, as well as prepare hearing summaries and responds congressional to correspondence.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • Salary range includes 23.31% geographical pay.
