Duties

Help
  • Develops and/or reviews justifications for Fulltime Equivalents (FTEs), advises on action on FTE requests, tracks and controls allocations and ensures that human capital resource requirements are integrated with budget planning and execution.
  • Reviews Requests for Personnel Actions (RPAs), award nominations, performance management documents and other human capital actions; analyzes requests and recommends further action.
  • Prepares Overseas Contingency Operations hiring packets to include supporting documentation and coordinates with requestors and other appropriate offices to ensure compliance with internal and external policies and procedures.
  • Manages internal controls in areas of responsibility for compliance with Office of Inspector General policies and procedures
  • Plans, coordinates, and controls component requirements for space, facilities management, telecommunications, computer and other equipment and services.
  • Responsible for being the Organizational Defense Travel Administrator (ODTA) for the component.

  • Position has been designated as Security designation level such as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade:

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

Specialized Experience:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience includes: time and attendance and other administrative processes; analysis and reporting in administration processes and systems, and representing management working with external officials to obtain and manage services.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education


There is no substitution of education for the qualifying experienceat the GS-13 grade level.
