Summary

The Associate General Counsel (AGC) for Compensation, Benefits, Products and Services Division is a core member of the Office of the General Counsel (OGC) senior leadership team, a primary advisor to the General Counsel and Deputy General Counsel, and heads one of the two OGC legal divisions. The AGC oversees significant matters, supervises approximately half of OGC's legal staff, and represents the office when the General Counsel and Deputy General Counsel are unavailable.

Duties

Help
  • Works with the General Counsel and Deputy General Counsel to establish business practices, coordinate and align OGC efforts and initiatives with OPM's statutory missions and goals, and produce results through strategic planning;
  • As a division leader, supervises the counseling, litigation, and other legal work of approximately half of OGC's legal staff across a wide range of substantive areas;
  • Supervises legal services in support of governmentwide matters including pay and leave policy; insurance, retirement, and other programs serving more than 5 million participants; the Senior Executive Service; and the Combined Federal Campaign;
  • Supervises legal services in support of OPM-specific functions including procurements, contract administration, and appropriations law;
  • Supervises representation of the agency in administrative litigation concerning governmentwide matters including the administration of Federal workforce compensation and benefit programs;
  • Supervises representation of the agency in administrative litigation concerning internal administration including procurements and contract administration;
  • Oversees adjudication of tort and other claims against the agency, as well as requests for information under OPM's Touhy regulations;
  • Collaborates with an interdivisional team to advise the Designated Agency Ethics Official on matters concerning OPM's ethics program including training, administration of reporting requirements, and the provision of guidance;
  • Makes recommendations concerning retirement matters before the Merit Systems Protection Board in which to intervene or seek reconsideration, the only way to obtain review by the United States Court of Appeals for the Federal Circuit;
  • Engages in intra-agency collaboration as well as interagency coordination, serves as liaison to the Department of Justice in Federal litigation affecting programs concerning the Federal workforce;
  • As a member of OGC's senior leadership team, may take on additional responsibilities not presently listed in the position's portfolio.

Qualifications

To meet the minimum qualifications for this position, you must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of a Bar in good standing, and must possess all of the mandatory Executive Core Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) listed below.

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.

  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Veteran's Preference does not apply to the Senior Executive Service.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.
