Help

Operational Management Responsibilities:

  • Analyze, document, and prioritize clinical business requirements for complex health information technology (IT) systems.
  • Coordinate liaison functions and communication with a various federal, tribal, and private partners related to health information technology (HIT) systems and management issues and changes.
  • Develop organizational strategic program plans and defines and integrates governance across the information technology (IT) enterprise with the Department of Health & Human Services Enterprise Performance Lifecycle Framework (EPLC). Plan, manage, and control IT projects and IT systems throughout the system development life cycle (SDLC).
  • Serve as a senior project management and federal acquisition certification representative for projects and program management. Provide project management concepts for improvement and development for processes and resolution of situations regarding large and multiple tiered IT cost allocations and contract administration.
  • Lead project teams, activities and requirements of multiple contractors, vendors, government resources and other project participants. Manage and mitigate project risks to meet goals, objectives and strategies to reduce or eliminate identified risks. Develops annual budget and planning processes for funding sources and allocation plans and budget execution.
Management Team:
  • Directs the Division of Health Information Technology Modernization and Operations (DHITMO), planning, direction, development and execution of a programs and staff functions, and assignment of goals and objectives.
  • Provide oversight of employee's time and attendance, determine and access work performance, priorities, assign tasks, and develops performance standards. Advise and counsel employees to include disciplinary actions, identify development and training needs of subordinates, and manage the recruitment of new staff.
  • Manage policy updates in response to changes in levels of appropriations or other legislative requirements. Manage organizational changes as directed to the current structure and program administration initiatives, direction and segments.
Contract Management:
  • Directs priorities of contract administration resources, contract terms and specifications, deliverables and invoice processes, and manages overall contract performance and budget.
  • Manages multiple and critical information technology contracts that provide acquisition of software implementation, operation, and maintenance service for the Health Information Technology System Portfolio and associated infrastructure applications.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Directing software and enterprise project for HIT modernization operations and software application systems and services, including acquisition and contract management. Providing oversight on project milestones and deliverables. Applying contract representatives functions adhering to acquisition policies and regulations for IT software, hardware and related support services. Managing and developing budgets, cost allocation and analysis for projects and associated life cycle initiatives and projections. Planning and developing strategic organizational program planning, execution and evaluation of project life-cycle mechanism using qualitative and quantitative tools, techniques and practices.

Selective Placement Factors:
This position requires a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Senior Level Certification and a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Level III. Do you possess a FAC-P/PM Level III Certification. Copy of Certificates must be included with application.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

This position does have workplace flexibility for Remote Work based on approval of alternative worksite, within or outside the local commuting area of the agency worksite in accordance with the available under the Workplace Flexibility Policy (WFP). The locality rate of pay will vary based on approved alternative worksite and/or designated duty station location identified for workplace flexibility.
