Help

As a Sanctuary Resource Specialist, you will perform the following duties:

  • Review and conduct research and tropical invasive species identification to conserve, protect, enhance, restore, investigate, and manage sanctuary and/or monument resources and recommend strategies to reduce threats. Apply ocean, coastal, and natural resource management concepts, principles, and practices for resource protection and management strategies, activities, policies, regulations, management plans, and programs.
  • Coordinate with co-management partners and co-trustee agencies to develop responses to threats and resource damages. Provide advice, input, and support for regulatory analyses related to conservation science (e.g. documents, analyses, and consultations required under the National Environmental Policy Act, Endangered Species Act, management plans, or Federal permits).
  • Coordinate with permit specialists and other policy analysts to determine best management practices and conservation approaches to minimize the impacts from anthropogenic activities. Coordinate assessment of permitted activities within monument and sanctuary waters, including analysis of impacts to resources and habitats, and assess damage to trust resources caused by vessel groundings and other related impacts. Recommend, implement, and coordinate restoration and monitoring associated with injury sites.
  • Prepare and deliver presentations to Office of National Marine Sanctuary (ONMS) staff, and site or regional leadership, and provide technical expertise on routine research issues and threats to resources. Represent ONMS at meetings, conferences, and professional organizations, and deliver presentations on resource threats and management actions to various agencies, advisory councils and the public.
  • Plan, implement, and participate in multi-day, multidisciplinary research cruises, including vessel preparation, multi-sector participant coordination, and other logistics. Plan, coordinate and/or execute marine field research from conception to peer-reviewed publication, including logistics to support operations and plans. Manage access to data, and plan and execute SCUBA operations to collect field data.

This position requires a Low Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. 

The ZP-3 is equivalent to the GS-11/12. 

The full performance level of the position is ZP-3 or GS-12.

Qualifications

NOTE:

CONDITION OF EMPLOYMENT/PHYSICAL REQUIREMENTS: 

  • Must be certified scientific diver and able to qualify as a NOAA certified diver and a working diver. This position has physical requirements, including diving, swimming, snorkeling, and lifting equipment more than 40lbs for field work.
  • May require fieldwork with a minimum of 2 weeks per year. Fieldwork requires the incumbent to live on board and work on research vessels in the marine offshore environment for up to 30 days at a time which can include rough seas and inclement weather.
  • At sea, the incumbent will be required to stand for long periods, bend/stoop and lift up to 40 lbs. unassisted.
  • Performs non-cruise tasks such as driving a truck loaded with research equipment to vessel; launches and retrieves vessels; requires ability to lift gear and delivering/picking up equipment from vessels.
  • Employee will travel to regional locations to conduct field work, meet with collaborators, collect and evaluate data, and participate in scientific presentations.
  • This position requires the operation of a Federal motor vehicle.  Must be able to obtain and maintain a valid state driver's license to operate a government vehicle.

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

To qualify for the 0401 series:

EDUCATION:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Performing fieldwork to collect marine research.
  • Compiling information from research in order to develop and present scientific papers or reports that provide information on marine resource threats and mitigation strategies. 
  • Coordinating and collaborating with partners and stakeholders to execute shared research projects.

OR

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of two full years is qualifying for a combination of education and experience.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
