Summary

The Records and Information Management Officer (RMO) position for the Veterans Benefits Administration is located in the Support Services Division of the Philadelphia Regional Office in Philadelphia, PA. Under the general direction of the Support Services Division Chief, the RIMO for VBA facilities has oversight for the facility-wide Vital Records Management Program. The RMO is the subject matter expert and records liaison for administrative records.

Duties

Help
  • Develop, implement, and maintain facility policies and procedures in accordance with VA and VBA policies.
  • Coordinate record management functions with Record Management Technician(s), business lines and management. Monitor and audit records maintained by business line liaisons.
  • Receive utilize training to conduct further training to business lines.
  • Maintain a thorough working knowledge of VA and VBA systems of record, privacy policy, FOIA policy and other rules and policy regulations.
  • Work to ensure compliance with all rules, regulations and policies and recommends at the facility and national level improvements in record management.
  • Conduct frequent sampling and spot checks to ensure compliance with station shredding policies.
  • Facilitate regular records management meetings and participates in other facility committees pertaining to information lifecycle.
  • Identify and report problems and deficiencies in the records management program for corrective action to senior management.
  • Assist Record Management Technicians and other management officials, in identifying resources and responsibilities needed for records management. Compile and provide results to facility leadership for corrective action
  • Work in conjunction with Regional Counsel, General Counsel, and the Information Security Officer (ISO) to research, determine, document, and implement a process for administering legal holds and the resumption of records destruction.
  • Ensure vital records are identified, inventoried, and protected in an emergency. Identify emerging technology and trends relating to records management best practices.
  • Serve as the facility POC and advisor for maintenance and/or disposition of documents not included in a VA/VBA system of records. Maintain a list of violations.

Specialized Experience:
GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is defined as: (1) Experience performing a variety of routine duties associated with a records management, including leading, planning and managing administrative records; (2) applying the principles and concepts of information governance of various phases of records and information management across an organization's business line, and (3) coordinating the proper disposition of records consistent within an organizations policies and procedures.

OR

Applicants may substitute Graduate Education to qualify for grade GS-9. Applicants may substitute education for experience with an awarded master's or equivalent graduate degree (such as an LL. B or J.D.) from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education leading to such a degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.

Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-9. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 27 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first 18 credit hours earned) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is defined as: (1) Experience performing a variety of routine duties associated with a records management, including leading, planning and managing for both core mission and administrative records; (2) providing advice, support and guidance of a routine, unusual and factual nature, including interpretation of application laws, regulations, and polices to staff regarding the adequacy of documentation, creation, effects and management of records; (3) coordinating with leadership to ensure regional systems functionality are compliant with policies, procedures, and business processes in support of a records management program; (4) serving as a regional coordinator for e-records ensuring the integrity and reliability of an electronic records systems; AND (5) experience providing factual advice and guidance regarding regulatory compliance, policy and procedures for an electronics records service program.

OR

Applicants may substitute Graduate Education to qualify for grade GS-11. I have been awarded a Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or I have completed three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a degree. This graduate degree or education demonstrates the knowledge, skills, and abilities to do the work for this position. NOTE: Your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information if this response is selected.

OR

Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11.

Pandemic Telework Program:
Due to COVID-19, the VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-11.

Physical Requirements: The work involves considerable walking, standing, and bending in searching various file locations. There is occasional lifting and carrying of such items as records boxes averaging 35 pounds, claims folders, and shred envelopes. May involve the operation and maintenance of shred receptacles and/or shredders. While VBA continues transitioning to an electronic claims processing environment, the RMO will perform the electronic equivalent of the physical demands listed above, as system capabilities permit (e.g., reviewing and approving the removal of documents marked for disposition in the electronic environment).
