Duties

Help

  • Manages PeopleSoft/financial modules or other critical components within an integrated financial system in their specific area of expertise with regard to developing, maintaining, enhancing and upgrading systems; prioritizes, coordinates and tests requirements to ensure the timely, complete, efficient and effective implementation of new systems and changes/upgrades to existing systems. 
  • Develops test scripts, conducts and reviews functional and technical tests of system development, enhancements, defects/fixes, updates and upgrades prior to recommending that the completed work be moved to a Production environment and then validating changes in Production.
  • Proposes, develops, reviews, and implements methods of streamlining, innovating and automating processes and tasks; evaluates software products or tools to determine their usefulness in increasing the efficiencies of operations or addressing obsolete technology.
  • Assists with developing and designing solutions to meet the changing needs of Corporate and Receivership accounting, finance, and reporting and translating them into software requirements; provides support to business areas on how to best utilize the financial system or other software applications and tools to meet their business objectives.
  • Provides advice and reviews code, configuration, edit, or data changes to ensure compliance with legislative, regulatory, operational, accounting or security standards and requirements; creating and updating specifications for the development and maintenance of accounting and financial systems and for all aspects of their business processes including: accounting codes/Chartfields, edits, internal controls, systems tables, reports and query development, and user and systems documentation.
  • Assists in the preparation of project proposal data for new or enhanced system initiatives, identifying project scope, objectives, value and risks; analyzes the cost savings and improved efficiency and effectiveness of on-going and proposed projects and programs, and presents findings and recommendations.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In addition to the specialized experience below, this position requires: 

1. Degree:  Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR

2. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 grade level or above in the Federal service.  Specialized experience is defined as experience managing processes of a financial system; performing reviews, analysis, and testing of accounting or financial systems to develop, maintain and update the system while remaining in compliance with accounting and system policies and standards. 

Applicants MUST submit academic transcripts as proof of meeting the qualifying educational requirements. Because specific course work is required, applicants MUST submit transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work.   4. Knowledge of accounting principles, concepts, and practices as applied to corporate, governmental or receivership accounting, finance and business practices.
  5. Knowledge of automated systems concepts and techniques in the field of accounting and financial systems, development of system requirements, accounting codes, and internal quality controls.
  6. Ability to communicate orally to provide guidance, respond to technical inquiries, and present findings and recommendations.
  7. Ability to communicate in writing to provide guidance, respond to technical inquiries, prepare documents, and present findings and recommendations.
