Summary

You will serve as an Investigative Analyst and member of the Canadian Conformity Team, Import and Certification Division, Office of Vehicle Safety Compliance. Duties include reviewing and analyzing conformity documents submitted by registered importers for their vehicles, ensuring that all compliance requirements are met. You are examining documents for discrepancies, inadequacies, and falsifications. Additionally, researching if imported vehicles are subject to active safety recalls.

Duties

Help

As a Investigative Analyst, you will:

  • Use sound analytic principles and an assortment of investigative and analytic tools to discover suspicious activity.

  • Prepare detailed reports to initiate appropriate investigative and enforcement action.

  • Review importation documents research databases and supply data to support both agencies' enforcement activities, ensuring that all compliance requirements are met

  • Examine documents for discrepancies, inadequacies, and falsifications. Collect that evidence from the examination of documents and the use of analytic and investigative tools to initiate the enforcement actions. 

  • Accessing the resources of CBP will support ICD investigations within the parameters of the MOU. Participate in enforcement operations conducting large-scale investigations providing analytical and investigative support.

The ideal candidate should be meticulous with excellent research and analytical skills, with experience in document and digital image examination to detect deception. Furthermore, strong writing skills are required for report writing that is clear, concise, and easily understood. The candidate must be proficient in using Microsoft Office, specifically Excel, online investigative and analytical tools. The candidate works well under pressure to meet deadlines and possesses superior oral skills to deal with regulated entities, which can be difficult.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-12, you must have at least one year of specialized experience equal or equivalent to the GS-11 grade level in the following:

  • Experience with Microsoft Excel spreadsheets and writing reports of suspicious activities.
  • Experience applying Federal Motor Vehicle Safety Standards and supporting regulatory investigations through the analysis of data and evidence.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Ability to expresses information to various individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial, complex): makes clear and convincing oral presentations; listens to others; attends to nonverbal cues, and responds appropriately. Writes in a brief, clear, concise, organized, and convincing manner, transforming extremely complex and highly technical subject matter understandable for the intended audience.
  2. Possess knowledge of the Federal guidelines, regulations, and procedures associated with an analysis, including evidence detection, handling, and drawing appropriate factual inferences and conclusions.
  3. Creativity and Innovation – Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; overcomes programmatic challenges by designing, developing, and implementing new or cutting-edge programs/processes.
  4. Ability to identifies problems and determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and develop effective solutions.
  5. Ability to know where or how to gather information for investigations; knowledge of investigative information systems and how to use them to support investigations.
