Duties

Help

  1. Communicate with supervisor and employees performing work for the assigned programs and projects.
  2. Apply statistical techniques and methods in performing project related-activities.
  3. Gather survey requirements, develop specifications, procedures, survey materials, and train for data collection.
  4. Document procedures, problems encountered, and lessons learned and make preliminary recommendations for improvements.
  5. Plan, coordinate, implement, and monitor project/survey activities for household surveys.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

If selected, you will be asked to provide information regarding your vaccination status for the purpose of implementing workplace safety protocols such as masking, physical distancing, testing, travel, and quarantine. Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

Qualifications

Minimum Education Requirement: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

AND

Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: reviewing and analyzing data using statistical techniques and statistical software such as SAS and/or Excel with guidance and supervision; experience in questionnaire design, instrument development and testing for automated and/web data collection instruments with guidance and supervision; experience in writing procedures, documentation and/or training guides for data collection practices with guidance and supervision; experience conducting/participating in a project from start to finish, setting priorities, and maintaining schedules with guidance and supervision.

OR

Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: reviewing and analyzing data using statistical techniques and statistical software such as SAS and/or Excel with no guidance nor supervision; experience in questionnaire design, instrument development and testing for automated and/web data collection instruments with no guidance nor supervision; experience in writing procedures, documentation and/or training guides for data collection practices with no guidance nor supervision; experience conducting/participating in a project from start to finish, setting priorities, and maintaining schedules with no guidance nor supervision.

NOTE: Additionally, to receive credit for coursework that is not catalogued on the transcript as Statistics or contain 'statistics' in the course title, applicants must attach a copy of an official course description that clarifies the course has statistical content, or written documentation which must be on official school letterhead from a professor or a school official verifying that the content of the course has either met the 50 percent statistics course requirements or was a statistical course. If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.
