This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

MAJOR DUTIES:

As a Lead Public Health Analyst for MCHB, you serve as a technical expert on all aspects of the State Title V MCH Block Grant Program, including the annual narrative and data reporting requirements as outlined in the authorizing legislation (Title V of the Social Security Act) and the Application/Annual Report Guidance.

Your major duties and responsibilities include:

  • Providing leadership and direction in the planning, analysis, and day-to-day implementation of the program work.
  • Under the supervision of Branch Chiefs, coordinating the efforts of the program staff to ensure capable oversight in administrating the 59 State Title V MCH Block Grants and providing technical assistance to State grantees.
  • Advising MCHB leadership on trends related to the Title V MCH Block Grant National performance and outcome measure data, emerging public health issues, shifting MCH priorities; and, changes in health care delivery systems.
  • Providing direction and technical assistance to program staff and leadership to facilitate effective management of formula and discretionary grant programs.
  • Formulating broad objectives, policies, and plans for effectively managing the State Title V program.
  • Reviewing and analyzing program impact and preparing program reports.
  • Coordinating the development and establishment of program guidance to advance State Title V MCH Block Grant efforts and improve MCH programs nationwide.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to demonstrating the above public health program competencies stated above, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience for the grade levels as shown below.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
  • Providing technical guidance and assistance to various state agencies and organizations regarding the Title V Maternal and Child Health Block Grant Program;
AND
  • Developing partnerships between national, state and local programs and advocacy groups that focus on the Title V Maternal and Child Health Block Grant.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

TITLE V MATERNAL AND CHILD HEALTH BLOCK GRANT PROGRAM - Knowledge of and experience implementing the policies, procedures and legislation governing Title V Maternal and Child Health Services Block Grant Program.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation.

LEADERSHIP - Inspires, motivates and guides others toward goal accomplishment; coaches and mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
