The Principal Deputy Assistant Inspector General (AIG) for Healthcare Inspections position is located in the Department of Veteran's Affairs (VA) Office of Inspector General (OIG), Office of Assistant Inspector General for Healthcare Inspections (OHI). The mission of the OHI is to enhance and strengthen the quality of VA's healthcare programs and fulfill the statutory responsibilities of Public Law 100-322: oversight, monitoring, and evaluation of the programs and operations of the Office of Medical Inspector and other key Quality Assurance and Patient Safety Coordinating Offices of the Veterans Health Administration (VHA); and providing objective assessments of the effectiveness of VA's medical quality assurance programs and activities.

The Principal Deputy AIG for Healthcare Inspections provides skilled medical leadership, direction, and significant advisory services in managing the substantial healthcare inspection work of the OIG, serving as a full Principal Deputy to the Assistant Inspector General (AIG) for Healthcare Inspections. The incumbent is responsible for ensuring the Healthcare Inspection program is implemented in accordance with statutory requirements. While the incumbent receives guidance from the AIG, the incumbent exercises independent professional judgment and personal initiative in the highly complex area of medical care. The incumbent must be board certified in a recognized medical specialty, possess an unrestricted current license to practice medicine, and have the ability and stature to support and defend the Inspector General's (IG) positions on healthcare issues.

As the Principal Deputy AIG for Healthcare Inspections, you will:

  • Provide the Inspector General, Congress, the VA Secretary, and the VA Under Secretary for Health with clear and objective assessments of the quality of healthcare provided by VA throughout the nation.
  • Direct the DAIGs in the performance of their duties, to ensure coordination between the activities assigned to each DAIG.
  • Provide initiative and leadership in the development of nationwide VHA healthcare program evaluations that involve national veteran health challenges.
  • Develop and implement, in conjunction with the AIG for Healthcare Inspections and OHI DAIGs, policies and procedures covering healthcare inspection activities.
  • Maintain effective liaison activities and working relationships with other high level healthcare program officials within and outside the VA (e.g., DoD, HHS, state veteran organizations, etc.) to further OIG healthcare inspection activities.

Current career Senior Executives, QRB-certified graduates of SES candidate development programs, and individuals with SES reinstatement eligibility are not required to address the executive core qualifications. They are required to address the technical qualifications. All other applicants are required to address both the executive core qualifications and the technical qualifications.

Qualifications

Basic Requirement- Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.

Basic Requirement- Licensure: Candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Basic Requirement: Candidates must have a minimum of 5 years of residency training in any recognized medical specialty.

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive core competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. ***The experience in your resume MUST address all TQs and ECQs***

A. Technical Professional Competencies - All applicants must include a resume showing how their knowledge and experience relate to the following technical qualifications.

TPC 1: Ability to direct and manage a comprehensive nationwide inspection or evaluation program.

TPC 2: Experience in the management or delivery of health care.

Education

Basic Requirement- Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. CONDITIONS OF EMPLOYMENT:
1. Citizenship: The selected applicant must be a United States Citizen or United States National. Proof of citizenship will be required prior to selection.
2. Drug Testing: All applicants tentatively selected for an SES position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment. After appointment, the selectee will be subject to random testing for illegal drug use.
3. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have their executive core qualifications approved by the Office of Personnel Management Qualifications Review Board and will be required to serve a 1-year probationary period.
4. Mobility: Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines.
5. Background Investigation: This position is designated as critical sensitive and requires a background investigation and favorable adjudication for a Top Secret clearance.
6. Financial Disclosure: Senior Executives are required to comply with the Ethics in Government Act, as amended, which requires the submission of a financial disclosure statement, SF 278, upon assuming an SES position, annually, and upon separation from employment.
