Summary

This position is located in the Electrical, Communications, and Cyber Systems Division (ECCS), in the Directorate for Engineering (ENG), at the National Science Foundation. The primary responsibility of the Program Specialist (Travel) is to plan and execute ECCS travel activities and services; provide special consultation on the Federal Travel Regulations (FTR) and related policies.

Duties

Help

  • Serves as the primary point of contact concerning Continental United States (CONUS) and Outside the Continental United States (OCONUS) travel. Provides technical guidance to Federal employees, contractors and visitors concerning official Temporary Duty (TDY) travel. 
  • Completes reviews and audits of travel orders to ensure travel mode and entitlements are proper and accurately reflect travelers’ itineraries. Audits travel orders to ensure they are following regulatory guidance, reflect appropriate accounting citations, funding allotments, and budget clearances.
  • Prepares and/or reviews TDY orders for staff for the division. Reviews, prepares and/or updates travel orders for individuals visiting the division on official business. Prepares, reviews, and approves airline ticket reports, and reviews and reconciles billing reports. Prepares and signs accountable document receipts, centrally billed airfare reconciliations, and ensures timely submission to the NSF Travel Team.
  • Provides guidance to staff and visitors concerning international and domestic travel entitlements on the most difficult and complicated cases, which requires a thorough knowledge of NSF and travel regulations, policies, and guidelines, passport and visa requirements of each country, as well as immigration and nationality regulations. Coordinates with Office of International Science and Engineering on foreign travel requirements and scheduling.
  • Coordinates travel of Federal and contractor personnel on a periodic basis, these cases having a high priority for expedited action, to include invitational travel. Develops travel itineraries and provides assistance in developing schedules, routes, modes of travel, and any specific special requirements in support of the TDY mission.
  • Reviews, prepares, and provides guidance to the ECCS staff on administrative and logistical support matters.
  • Supports the senior leadership team in planning and coordinating complex business activities.
  • Disseminates announcements and information regarding program initiatives or updates to the community.
  • Conducts research and analyzes information on NSF’s administrative policies and procedures as they pertain to ECCS business activities and develops summaries and recommendations for the Division Director and the Deputy Division Director.
  • Conducts periodic studies and reviews to evaluate ENG internal policies and operating procedures for efficiency and consistency with ENG and NSF’s administrative polices and office procedures; develops recommendations to ensure compliance with ENG and NSF guidance; and develops, implements, and reviews revised and new policies and operational procedures to evaluate effectiveness in supporting substantive ENG administrative objectives and support functions.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-7 level you must have at least one year of specialized experience equivalent to the GS-5 level in the Federal government. Specialized experience include: collecting data and evaluating information, reviewing budget data to monitor travel expenditures, and assisting with database queries related to travel; OR Superior Academic Achievement - having earned a Baccalaureate degree with one of the following: graduated in the upper one-third of your graduating class; OR earned a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during your final 2 years; OR At least one full year of graduate level education; OR A combination of post high school education and experience that together meet the qualification requirements for this position.

If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
